Commercial Building Window Washing Fall Protection Rigging Check

This procedure outlines the mandatory daily inspection and verification of all personal fall arrest system (PFAS) components, roof anchor points, and rescue equipment before commencing window washing on commercial buildings. Compliance with WorkSafeBC, CSA Z259, and ANSI/ASSP Z359 standards is required.

Purpose

To ensure all fall protection rigging components (anchor points, full-body harness, self-retracting lifeline, connectors, rescue device) are structurally sound, properly matched, and correctly installed before any worker is exposed to a fall hazard while performing commercial window washing. A systematic pre-use inspection reduces the risk of serious injury or fatality and meets regulatory requirements for documentation.

Scope

Applies to all window washing crews or sub‑contractors performing work on commercial buildings where an unprotected fall of 3 metres (10 ft) or more exists. Covers suspended systems (boatswain’s chair, power rigs) and supported systems (ladder with fall arrest). Does not cover aerial lifts or scaffolding, which have separate SOPs. All workers must hold a valid fall protection certificate and have received site‑specific orientation.

Safety Precautions
  • LOTOLockout/Tagout any mechanical window washing equipment that could move unexpectedly (motorized rigs, counterbalance systems). Verify power isolation before handling cable or drums.
  • PFASNever use fall protection equipment that is past its service life, has been subjected to a fall, or shows any sign of damage. Remove defective equipment from service immediately and tag as “DO NOT USE”.
  • EDGEIdentify all sharp edges, abrasive surfaces, or hot surfaces where lifelines or lanyards may come into contact. Use edge protectors or reposition anchor points to prevent chafing.
  • RESCA written rescue plan must be in place and rehearsed before any worker ties off. Ensure rescue device is within easy reach and operator is trained in its use.

  • Rescue tripod with winch and descent controller
  • Lighting (flashlight) for inspection of dark corners

Procedure: Step-by-Step
1 Verify anchor point certification. Locate the roof anchor (eyebolt, beam clamp, or counterbalance). Check for a current certification tag indicating a minimum rated capacity of 5000 lb (22.2 kN). Inspect for corrosion, cracks, deformation, or welding defects. Record anchor ID, location, and date onto the inspection form. If any issue is found, mark the anchor unusable and select a different certified point.
2 Inspect PFAS components. Remove the full-body harness from storage and visually examine all webbing, stitching, D-rings, buckles, and padding. Look for fraying, cuts, UV discolouration, mold, or chemical burns. Check the SRL for smooth retraction and lock engagement. Pull the lanyard out sharply to ensure the braking mechanism engages. Discard any component that fails inspection.
3 Check connectors and rigging. Open and close each carabiner and snap hook. Verify the gate closes fully and the locking mechanism (screw gate or auto-lock) operates smoothly without debris. Look for bent gates, burrs, or cracks. Ensure each connector is rated for fall arrest (5000 lb). Replace any damaged connector immediately.
4 Assess work area and edge hazards. Walk the parapet or roof edge. If guardrails are installed, confirm top rail at 42 in (1.07 m) and mid-rail at 21 in (0.53 m). Identify any sharp edges, abrasive surfaces, or potential pinch points where the lifeline could be damaged. Install edge protectors on slings or reposition anchor point to avoid contact.
5 Verify rescue readiness. Position the pre-rigged rescue device (tripod with winch) within 3 m of the working edge. Confirm that the device is rated for the maximum suspended load. Test communication with the ground team using a 2-way radio. Ensure a rescue plan has been reviewed and all participants know their roles.
6 Perform buddy check and sign off. Worker and a qualified safety monitor each perform a final visual check. Verify the harness is donned correctly (leg straps snug, chest strap at mid‑sternum, all buckles doubled back). Confirm the SRL is attached to the anchor with no twist, and the energy absorber is facing outward. Complete the digital checklist in SafeDesk. Both parties sign the form. Work may commence only after a successful sign‑off.
