Purpose

To provide a repeatable, quality-controlled method for repairing potholes and patching deteriorated asphalt on commercial properties. This procedure ensures structural integrity of the pavement, prevents water ingress and further subgrade failure, extends the service life of the surface, and minimizes liability from trip hazards and vehicle damage. Proper execution restores a smooth, free-draining surface that meets safety and appearance standards for tenant, customer, and delivery traffic.

Scope

This SOP applies to all commercial property asphalt surfaces including parking stalls, drive aisles, loading docks, and pedestrian walkways where the substrate remains structurally sound and the distress is limited to the wearing course. It covers hot mix and cold patch methods for patching areas up to 2 m² per repair. Full-depth reclamation, overlay construction, and crack sealing are outside the scope of this document.

Safety Precautions
  • LOTOLockout/Tagout any adjacent utility vaults, irrigation controllers, or electrical junction boxes that could be struck during saw-cutting or jackhammer operations. Confirm underground service locations before any excavation exceeds 100 mm depth.
  • PPEAll personnel must wear CSA-approved high-visibility vest, steel-toed boots, cut-resistant gloves, safety glasses with side shields, and hearing protection (minimum NRR 25 dB) during saw-cutting, jackhammering, and compaction. Class 2 hard hat required when working within 3 m of overhead obstructions or equipment.
  • HOTHot mix asphalt is delivered at 140–165 °C. Keep exposed skin clear of material and tools. Use insulated gloves and long sleeves when handling hot rakes or lutes. Burn protocol must be posted in the crew vehicle.
  • TRAFEstablish a temporary traffic control zone per the local jurisdiction's traffic management manual. Use cones, signage (ROAD WORK AHEAD, LANE CLOSED), and a flagger if vehicle speed exceeds 30 km/h or visibility is limited. Never leave an open excavation unattended without barricades.
Required Tools & Materials
  • Hot mix asphalt (HMA) PG 58-28 or equivalent, delivered at 140–165 °C, OR cold patch asphalt (UPM or equivalent) for temporary repairs below 10 °C ambient
  • Emulsified tack coat (SS-1h or CSS-1h) diluted 1:1 with clean potable water
  • Asphalt saw (walk-behind or handheld) with diamond blade rated for asphalt — minimum blade diameter 300 mm
  • Jackhammer with 50 mm (2 in) chisel bit or pneumatic breaker
  • Square shovel (flat-blade), stiff-bristle push broom, and industrial vacuum or compressed air for debris removal
  • Hand-pump sprayer or backpack sprayer (20 L capacity) dedicated for tack coat application
  • Vibratory plate compactor — minimum centrifugal force 12 kN, or hand tamper for areas under 0.5 m²
  • Asphalt rake (lute) — 900 mm wide with 1.8 m handle
  • Measuring tape (8 m), straightedge (2.4 m), and string line for grade control
  • Personal protective equipment as listed in Safety Precautions
  • Traffic control kit: 10 traffic cones (900 mm), 4 signage stands, ROAD WORK AHEAD sign, LANE CLOSED sign, and flagger vest + paddle

Procedure: Step-by-Step
1 Identify and mark repair boundaries. Inspect the pothole and surrounding pavement. Mark a square or rectangular outline extending at least 75 mm beyond the visible crack network or spalled edges. Use a chalk line or spray paint. The long side should be oriented parallel to traffic direction.
2 Saw-cut the perimeter. Set the asphalt saw depth to a minimum of 50 mm (2 in). Cut along the marked lines, keeping the blade vertical and maintaining a steady feed rate. Ensure all four sides are cut to full depth at the corners. Do not undercut — the adjacent pavement must remain sound.
3 Break out and remove distressed material. Use a jackhammer with a 50 mm chisel bit to break the asphalt inside the cut perimeter. Start at the centre and work outward toward the saw cuts. Remove all material down to sound substrate — typically full depth of the existing asphalt course. No loose, delaminated, or cracked material may remain.
4 Clean and prepare the cavity. Remove all debris using a square shovel. Follow with a stiff-bristle broom and an industrial vacuum or compressed air. The vertical sidewalls and bottom must be dry, dust-free, and free of standing water. If the substrate is wet, delay repair until it dries, or use forced air to accelerate drying.
5 Apply tack coat. Fill the sprayer with emulsified tack coat diluted 1:1 with water. Spray the vertical sidewalls and the bottom of the cavity at a uniform rate of approximately 0.3 L/m². Do not pool the tack coat. Allow the emulsion to break (colour change from brown to black) before proceeding — typically 10–30 min depending on ambient temperature and humidity.
6 Place and spread patching material. Shovel hot mix asphalt (HMA) or cold patch into the cavity in loose lifts not exceeding 75 mm. Use an asphalt rake or lute to spread the material evenly. Slightly overfill the cavity by 15–25 % to account for compaction. For repairs over 1 m², place material in two lifts and compact each lift separately.
7 Compact the patch. Operate the vibratory plate compactor in overlapping passes — first longitudinally (parallel to traffic), then transversely (crosswise). Continue until the plate no longer leaves visible indentations and the patch surface is flush with the adjacent pavement (within +2 mm). For small areas or confined spaces, use a hand tamper with a minimum of 20 firm strikes per 0.1 m².
8 Inspect and finish. Use a 2.4 m straightedge to check the patch surface. High spots > 3 mm must be re-compacted or trimmed. Check the patch-to-pavement seal — no gaps wider than 3 mm are permitted. Sweep the entire area clean. Remove traffic control devices only after the patch has cooled below 60 °C (for HMA) or immediately for cold patch. Record the repair in the maintenance log including date, mix type, quantity, and inspector name.
