Policy Overview

This policy establishes a structured, transparent, and auditable process for the preparation of annual procurement and administrative budgets. All departments with purchasing authority must adhere to the defined timeline and documentation standards. Non-compliance or late submissions will result in automatic budget carry‑over at a 10% reduction and a formal review by the Finance Committee. The policy applies to both capital expenditure (CapEx) and operating expenditure (OpEx) budgets. Budget requests must be supported by historical spend data, volume forecasts, and written justifications for any increase exceeding 5% over the previous year’s actuals.

Scope & Applicability

This policy applies to all departments and business units within the organization that hold procurement authority or manage vendor contracts. It covers all budget lines related to direct materials, indirect supplies, subcontractor services, and administrative overhead. Excluded from this policy are emergency purchases under $5,000 (subject to a separate emergency procurement protocol) and payroll‑related expenses. The policy governs the fiscal year planning cycle from initial submission to final board approval.

  • MANDAll budget submissions must be approved by the respective Department Head and the Finance Controller before consolidation. Unapproved submissions will be rejected.
  • REQEvery budget request must include a detailed justification memo referencing historical data, vendor pricing, and expected volume changes. Requests lacking justification will be returned.
  • COMPZero‑based budgeting methodology shall be applied to all indirect spend categories. Direct materials may use incremental budgeting but must be reconciled with inventory forecasts.
  • REVVendor contract renewals scheduled in the upcoming fiscal year must be identified during the budget process. Procurement must provide renewal cost projections and alternative supplier quotes.
  • ESCAny budget line item exceeding the prior year actuals by more than 10% requires CFO sign‑off. Items exceeding 20% require board committee review.
Roles & Responsibilities
  • Procurement Manager – Coordinates the budget calendar, collects departmental submissions, validates vendor data, and consolidates the draft procurement budget.
  • Department Heads – Prepare and submit preliminary budget requests with justification for their respective teams. Responsible for ensuring accuracy of forecasted volumes.
  • Finance Controller – Reviews consolidated budget for financial compliance, conducts variance analysis, and presents to the CFO with recommendations.
  • CFO – Approves the final draft budget and escalates any items exceeding thresholds to the Board. Holds authority to reject or modify line items with written rationale.
  • CEO / Board – Provides final sign‑off on the annual budget after reviewing the risk assessment and strategic alignment.

Workflow & Approval Steps
1 Preliminary Submission (June 1–30): Department Heads submit budget requests using the standard template to Procurement Manager. Attach justification memos and vendor quotes where applicable.
2 Consolidation & Initial Review (July 1–15): Procurement Manager compiles all submissions, checks for completeness, and flags any items missing justification or exceeding thresholds.
3 Finance Controller Review (July 16–August 15): Controller performs variance analysis against historical data and market trends. Holds review meetings with each department head to reconcile discrepancies.
4 CFO Approval Draft (August 16–September 15): CFO reviews the consolidated draft, makes final adjustments, and approves the budget for board presentation. Escalation reports are prepared for items exceeding 10% variance.
5 Board Approval (October): The board reviews the budget and risk assessment. Approval grants authority for procurement to proceed with vendor negotiations and PO issuance for the upcoming fiscal year.
6 Final Budget Issuance (November 1): The approved budget is published in the financial system. Department heads receive their final allocations and must re‑forecast quarterly.
