Purpose

To educate all personnel who enter or work in buildings constructed prior to 1990 on the hazards of asbestos, how to visually identify potential asbestos-containing materials (ACM), and the correct procedures to avoid disturbance and ensure safe reporting. This awareness SOP reduces the risk of inadvertent exposure and supports regulatory compliance with provincial occupational health and safety standards.

Scope

This SOP applies to all employees, contractors, and visitors who may access or perform work in any building with a construction date before 1990, including but not limited to: maintenance, renovation, demolition, and janitorial tasks. It does not cover licensed asbestos abatement procedures — only awareness, avoidance, and reporting.

Safety Precautions
  • RECReview the building’s asbestos register or survey results before commencing any work. If no register exists, assume all building materials pre‑1990 are potentially ACM.
  • PPEWhen work may disturb dust (e.g., drilling, sanding, cutting), wear at minimum an N95 respirator, disposable coveralls, safety glasses, and nitrile gloves. For known or suspected ACM, upgrade to a full‑face N100 respirator and Tyvek suit.
  • DISTDo not touch, scrape, drill, or disturb any material that looks like textured ceiling, old pipe wrap, floor tiles, or cement siding. If you must be in the vicinity, seal off the area with plastic sheeting and negative pressure if possible.
  • WETNever dry‑sweep suspected ACM debris. Use wet wiping methods (HEPA vacuum and damp cloth) only after a qualified person has confirmed the material is non‑asbestos or has been properly abated.
  • REPAny suspected ACM that is disturbed accidentally must be immediately reported to the supervisor and the site safety officer. No re‑entry is permitted until the area is inspected by a certified asbestos consultant.

  • Asbestos warning signs and yellow caution tape (or barriers)
  • N100 respirator (full‑face preferred), Tyvek suit, chemical‑resistant gloves, safety glasses
  • HEPA vacuum and trigger‑spray bottle with water for wet wiping
  • Asbestos test kit (for use only by trained personnel or a certified consultant)
  • Two‑way radio or mobile phone for immediate reporting
  • Building age register / asbestos survey documents (if available)

Procedure: Step-by-Step
1 Pre‑entry Review — Check the building’s construction date and any existing asbestos register or survey. Assume all pre‑1990 buildings contain ACM until proven otherwise. If no documentation exists, treat all materials as potentially hazardous.
2 Visual Inspection — Scan the workspace for common ACM: textured ceiling tiles (popcorn), old pipe wrap insulation (white or grey fibrous material), 9×9 floor tiles, cement siding (transite), and gaskets. Do not touch or disturb any of these materials.
3 Mark & Isolate — If any suspected ACM is found, immediately install asbestos warning signs and yellow caution tape around the area. Restrict access to essential personnel only. If the material is friable (crumbles easily), cordon off a larger radius (5 m minimum).
4 Report Findings — Contact the site supervisor or safety officer immediately. Provide the exact location and a description of the material. Do not continue work that could disturb the area until the material has been formally assessed and cleared by a certified asbestos consultant.
5 Emergency Response — If ACM is accidentally disturbed (e.g., a pipe wrap is knocked loose), evacuate the room immediately. Shut down the building’s HVAC system to prevent fibre spread. Seal the room with heavy plastic and tape. Contact the emergency response team and do not re‑enter until a professional decontamination is completed.
6 Decontamination — After any potential exposure (even if PPE was worn), carefully remove PPE: peel the Tyvek suit inside‑out, place it in a sealed asbestos waste bag, and wash hands and face with soap and water. Log the incident in the safety management system. All PPE and tools used in the area should be considered contaminated until proven otherwise.
