Purpose

To ensure all flammable liquid storage cabinets on site are structurally sound, correctly labeled, properly vented, and free of leaks or combustible clutter. Regular inspections prevent fire escalation, chemical exposure incidents, and non-compliance with provincial fire codes and CSA standards.

Scope

Applies to all flammable and combustible liquid storage cabinets in manufacturing plants, warehouses, automotive shops, laboratories, and maintenance areas within the facility. This procedure covers both indoor and outdoor cabinets with capacities up to 450 L (120 US gal). Cabinets storing Class I, II, or IIIA liquids are included. Secondary containment systems and satellite accumulation areas are not within scope.

Safety Precautions
  • LOTOLockout/tagout any equipment that could introduce an ignition source within 3 m of the cabinet before opening doors or handling containers.
  • PPEWear safety glasses with side shields, chemical-resistant nitrile gloves, and flame‑resistant coveralls when opening or inspecting the interior of any flammable storage cabinet.
  • NO IGNEliminate all ignition sources — no open flames, no spark‑producing tools, and no mobile phones or cameras that are not rated for hazardous locations within 1.5 m of an open cabinet door.
  • VENTEnsure the area is well‑ventilated. If you smell vapour or detect a vapour concentration above 10 % LEL using a calibrated combustible gas detector, stop the inspection, evacuate the area, and notify your supervisor immediately.
Required Tools & Materials
  • LED flashlight (rated for Class I, Div. 2 if available)
  • Inspection checklist / clipboard and waterproof pen
  • Safety glasses (chemical splash rated) & chemical-resistant gloves (nitrile, 15+ mil)
  • Spill kit — absorbent pads, loose absorbent, neutralizer, disposal bags
  • NFPA 704 / GHS labels and clear over-laminating tape
  • Grounding continuity tester (digital multimeter or dedicated ground tester)
  • Combustible gas detector (calibrated, bump‑tested within 30 days)
  • Camera (intrinsically safe or remote) for photo documentation of deficiencies

Procedure: Step-by-Step
1 Visual exterior inspection — Walk around the cabinet and inspect all exterior surfaces for dents, rust, corrosion, or structural damage. Check hinges, door latches, and self‑closing mechanisms for proper operation. Verify the cabinet is level and stable on its base or mounting brackets.
2 Check labels and signage — Confirm the cabinet displays a visible “FLAMMABLE — KEEP FIRE AWAY” warning sign on the front or side. Verify the NFPA 704 diamond or GHS hazard pictograms are present and legible. Ensure the internal capacity rating (e.g., 120 US gal) is permanently marked on the cabinet body.
3 Inspect vents and bungs — Remove the vent caps and check that flame‑arrester screens are intact, clean, and free of debris or corrosion. Confirm bung plugs are snug and not cross‑threaded. If the cabinet is vented to the outdoors, verify the vent line is continuous, sloped away, and unobstructed.
4 Check spill containment sump — Open the cabinet door and inspect the integrated spill containment sump at the bottom. Use a flashlight to look for standing liquid, residue, or staining. If liquid is present, absorb it with a spill kit and document the incident per site protocol. The sump must be dry after cleanup.
5 Verify grounding and bonding — If the cabinet is used for dispensing, confirm a visible grounding wire is attached from the cabinet to a verified earth ground. Use a continuity tester to ensure resistance is less than 25 Ω. Check that bonding clamps are tight and free of corrosion. Record the measured resistance.
6 Inspect interior shelving and storage — Open the cabinet fully and inspect each shelf for sagging, cracks, or chemical spills. Ensure all containers are closed, compatible with the liquid class, and not stacked above the shelf load rating. Verify no combustible materials (paper, cardboard, rags, plastic sheeting) are stored inside the cabinet.
7 Document findings and close out — Record all observations on the inspection checklist — pass/fail for each checkpoint, any corrective actions taken, and the inspector’s name, signature, and date. If deficiencies are found, tag the cabinet out of service until repairs are completed. File the record per your facility’s compliance schedule (minimum quarterly).
