Purpose

The purpose of this Heat Stress Prevention Plan (HSPP) is to establish a systematic framework for identifying, evaluating, and controlling heat stress hazards in industrial work environments. By implementing proactive monitoring, mandatory hydration practices, and enforced rest intervals, this plan aims to eliminate heat exhaustion, heat stroke, and other occupational heat illnesses — ensuring every employee returns home safe at the end of the day.

Scope

This SOP applies to all operational areas — both outdoor (loading docks, construction sites, yard work) and indoor (warehouses, production floors, foundries, bakeries) — where ambient temperature, humidity, radiant heat sources, or personal protective equipment create a risk of heat stress. It covers all personnel directly employed or contracted, and must be reviewed whenever the heat index exceeds the thresholds defined in the project’s heat stress matrix.

Safety Precautions
  • HYDRDrink 250–500 ml of water or electrolyte beverage every 15–20 minutes during hot work. Never rely on thirst alone — schedule water breaks.
  • RESTFollow the work/rest schedule from the heat index chart. A mandatory 10- to 15-minute rest in a shaded/cooled area is required after every 90 minutes of moderate heat stress work.
  • BUDDYUse the buddy system: workers must watch each other for early signs of heat illness (headache, nausea, dizziness, irritability). Report immediately.
  • ACCLAllow a 5–7 day acclimatization period for new employees or those returning from prolonged time off. Ramp up exposure gradually.
  • EMRGIf a worker collapses, is confused, or has hot/dry skin (no sweating), call 911 immediately. Begin active cooling: move to shade, remove outer clothing, apply cold compresses to neck, armpits, and groin.
Required Tools & Materials
  • Calibrated thermometer / hygrometer (digital, ±0.5°C accuracy)
  • Wet-bulb globe temperature (WBGT) monitor or heat index chart
  • Potable water supply and electrolyte sports drinks (cups or personal bottles)
  • Portable cooling stations (shade tents, fans, misters, or air-conditioned break rooms)
  • First aid kit with instant cold packs, oral rehydration salts, and thermometer
  • Personal cooling gear (cooling vests, neck wraps, lightweight breathable uniforms)
  • Communication device (two-way radio or mobile phone) for heat-related emergencies

Procedure: Step-by-Step
1 Monitor Environmental Conditions — Deploy a calibrated WBGT meter or use a heat index calculator at each work zone. Record temperature and humidity every 30 minutes during peak heat hours (10:00 – 16:00). Post the current risk level on a visible board.
2 Determine Heat Risk Level — Use the site-specific heat stress matrix. Classify risk as Low (WBGT ≤ 26°C), Moderate (26–30°C), High (30–33°C), or Extreme (>33°C). Select the corresponding work/rest ratio and hydration directive.
3 Implement Work/Rest Schedule — Set clear rest break times. For Moderate risk: 45 minutes work, 15 minutes rest per hour. For High risk: 30/30 split. For Extreme: only critical tasks every 20 minutes with 40-minute rest. Record compliance on a log sheet.
4 Set Up Hydration Stations — Position water and electrolyte drinks within 100 feet of all work zones. Ensure each station is stocked, clearly marked, and protected from direct sun. Encourage workers to drink before they feel thirsty.
5 Conduct Worker Education — Deliver a daily 5-minute heat stress tailgate talk. Cover symptoms (cramps, headache, nausea, confusion), the buddy system, and the location of cooling areas. Document attendance.
6 Prepare Emergency Response — Designate a trained heat-stress first-aid responder per shift. Keep an emergency kit with cold packs, a spray bottle, and a portable fan at the break area. If heat stroke suspected (hot, dry skin, altered consciousness), call 911 immediately and start active cooling.
