Purpose

The purpose of this SOP is to define a consistent, safe method for exchanging propane cylinders on internal combustion forklifts. Proper execution prevents gas leaks, cylinder damage, fire/explosion hazards, and injuries from physical strain or pinch points. Compliance with this procedure ensures adherence to provincial occupational health and safety codes and manufacturer guidelines.

Scope

This procedure applies to all Class IV (cushion tire) and Class V (pneumatic tire) internal combustion forklifts equipped with removable propane cylinders (typical 33 lb or 43.5 lb capacity). It covers exchange by trained operators or maintenance personnel in industrial warehouses, manufacturing plants, and outdoor storage yards. Cylinder refilling is explicitly excluded — this procedure covers only the physical exchange of an empty DOT/TC approved cylinder for a full one.

Safety Precautions
  • LOTOLockout/Tagout (LOTO): Before any cylinder manipulation, the forklift must be shut off, key removed, and a LOTO device applied to the ignition or fuel system. The LOTO device must bear the name of the authorized person and be removed only by that same person after the task is complete.
  • PPEPersonal Protective Equipment: All persons performing the exchange must wear safety glasses (Z87.1), cut‑resistant gloves (ANSI A4 or higher), flame‑resistant clothing (e.g., FR coverall or long‑sleeve shirt), and steel‑toed boots. A hard hat with a chin strap is required if the cylinder is overhead (e.g., lift‑truck overhead guard).
  • FIREFire Prevention: No smoking, open flames, or spark‑producing tools within 10 m of the work area. A charged Class B:C fire extinguisher must be within arm’s reach. Ensure the area is well‑ventilated to prevent propane accumulation. If any odor of gas is detected, stop work immediately and evacuate.
  • LIFTErgonomics & Lifting: Do not attempt to lift a propane cylinder manually — a cylinder contains 33–43.5 lb of liquid propane plus the steel shell. Use a cylinder cart or hand‑truck to transport the cylinder. When attaching or removing the cylinder on the forklift, support the cylinder weight with one hand on the ring or bottom edge; never place fingers under the cylinder.
  • LEAKLeak Testing: After connecting the full cylinder, a leak test must be performed using a soap‑and‑water solution applied to the service valve, hose connection, and O‑ring seat. Bubbles indicate a leak — immediately close the service valve, depressurize the line, and reseat the connection. Never use a match or lighter to check for leaks.

  • Full propane cylinder (DOT/TC 4BW or 4BA, with OPD or Type 1 valve)
  • Cylinder wrench (or strap wrench sized for the nut)
  • Chain tie‑down or integrated cylinder strap (must be in good condition)

Procedure: Step-by-Step
1 Park and secure the forklift: Drive the forklift to a flat, well‑ventilated area away from ignition sources. Lower the forks fully to the ground. Engage the parking brake. Turn the engine off and remove the key. Place the key in your pocket or lockbox to prevent accidental restart.
2 Apply lockout/tagout: Attach a LOTO padlock and hasp to the ignition key slot, battery disconnect, or fuel shutoff valve as per your facility’s LOTO program. Tag the equipment with your name, date, and the reason for LOTO. Verify that the engine cannot be started.
3 Don PPE: Put on safety glasses, cut‑resistant gloves, FR clothing, and steel‑toed boots. If working under an overhead guard, wear a hard hat with chin strap.
4 Locate the empty cylinder: Identify the cylinder mounting location — typically behind the operator seat, on the left‑hand step, or inside a dedicated compartment. Inspect the area for debris, oil, or any signs of damage. Clear the space.
5 Close the service valve on the empty cylinder: Turn the service valve (knob or handwheel) clockwise until it stops. This shuts off the fuel flow. Do not use excessive force — hand‑tight only.
6 Disconnect the fuel hose: Use the cylinder wrench to turn the brass nut on the fuel hose fitting counterclockwise (as viewed from the cylinder outlet). There may be a slight puff of residual gas — this is normal. Remove the nut completely and set the hose aside, ensuring the open end points away from you and does not touch the ground.
7 Remove the empty cylinder: Unlatch or loosen the tie‑down strap. Lift the cylinder off its mount using both hands (one on the lifting ring, one on the bottom rim) or use a cylinder cart. Place the empty cylinder in a designated storage cage or upright on a flat surface.
8 Position the full cylinder: Transport the full cylinder on a cart to the forklift. Align the cylinder’s valve outlet with the hose connection. Set the cylinder on the mounting pad or into the retaining brackets. Ensure the cylinder sits securely and does not rock.
9 Attach the fuel hose: Hand‑thread the brass nut onto the full cylinder’s valve outlet. Turn clockwise. Tighten by hand until snug, then use the cylinder wrench to give an additional 1/4 turn (approx. 90°). Do not overtighten — the connection relies on a flat‑sealed O‑ring, not heavy torque.
10 Open the service valve slowly: Turn the valve counterclockwise approximately one full turn. Wait 2–3 seconds for the system to pressurize. Listen for any hissing sound.
11 Leak test the connection: Spray or squeeze a generous amount of leak detection solution onto the entire fitting — the valve stem, the nut, and the O‑ring interface. If bubbles form, close the valve immediately, loosen the nut, inspect the O‑ring for damage, re‑tighten (Step 9), and test again. Repeat until no bubbles appear.
12 Secure the cylinder: Fasten the tie‑down strap or chain tightly around the cylinder. Ensure it cannot shift during forklift travel. Pull on the cylinder to confirm it is positively retained.
13 Remove LOTO and restart: The same person who placed the LOTO device must remove it. Re‑insert the key, start the engine, and allow it to idle. Check for gas odor while running. Raise and lower the forks to confirm smooth hydraulic function.
14 Document and report: Record the exchange in your daily forklift log or digital system (date, time, cylinder serial numbers, leak test pass). Report any abnormalities (damaged O‑rings, valve leakage, cracked hoses) to the supervisor immediately.
