Purpose

To ensure that scissor lifts and aerial work platforms are inspected for operational safety and structural integrity prior to use, reducing the risk of tip-over, fall-from-height, and mechanical failure incidents. This procedure establishes a repeatable standard that meets regulatory requirements under CSA B354.6 and ANSI A92.20.

Scope

This procedure applies to all scissor lift models and self-propelled aerial work platforms rated for personnel elevation within the facility, including both electric and internal combustion powered units rated for loads up to 1,000 lbs. It covers structural inspection, fluid levels, safety devices, controls testing, emergency descent verification, and documentation. Machines that fail any step must be tagged out of service immediately.

Safety Precautions
  • LOTOLockout/Tagout — Verify energy isolation before accessing control panels or performing maintenance overrides. Never bypass limit switches or safety interlocks.
  • PPEMandatory PPE — ANSI Z89.1 hard hat, full-body harness with lanyard secured to the platform anchor point, high-visibility vest, and steel-toed boots are required for all personnel operating or inspecting any aerial work platform.
  • FALLFall Protection — Always maintain three points of contact during entry and exit. Never climb on guardrails or use planks, ladders, or boxes to extend platform height.
  • ELECElectrical Clearance — Maintain a minimum 10 ft clearance from energized overhead power lines. Post warning signs within the work zone. Assume all overhead lines are energized until verified de-energized.

Procedure: Step-by-Step
1 Approach & Visual Walk-Around — Walk a full 360-degree perimeter of the machine. Inspect the base frame, scissor arms, platform deck, guardrails, and outriggers/stabilizers (if equipped) for cracks, bends, corrosion, or missing welds. Check for loose bolts or deformed structural members.
2 Check Fluid Levels & Leaks — With the engine off (or key in "Off" position), check hydraulic oil level via sight glass or dipstick. Inspect all hoses, fittings, and cylinders for active leaks, chafing, or loose connections. Wipe any accumulated fluid and monitor for reoccurrence.
3 Inspect Tires & Wheels — Verify tire inflation pressure per manufacturer specification. Check tread depth, sidewall cuts, bulges, and that all lug nuts are torqued to spec. On solid tires, check for chunking, separation, or uneven wear.
4 Verify Safety Devices — Test the following from ground level: platform gate interlock, emergency stop pushbuttons (both ground and platform), horn, and descent alarm. Ensure all decals and warning labels are legible and securely attached.
5 Battery & Electrical Check — On electric models, verify battery water level (distilled water only), terminal cleanliness, and cable connections. Use a multimeter to confirm battery voltage meets minimum spec per the operator manual.
6 Platform & Guardrail Inspection — Ascend the machine using the built-in ladder. Inspect guardrails: top rail between 42 and 45 inches, mid-rail at 21 inches, toe plate a minimum of 4 inches. Ensure no gaps greater than 4 inches between rails. Check that the gate closes and latches securely.
7 Controls Function Test — From the platform, start the engine or activate power. Test drive functions: forward, reverse, steer left, steer right, elevate, descend, and any auxiliary functions (e.g., platform extension). Verify that all controls return to neutral when released.
8 Emergency Descent Test — Activate the manual descent valve (or auxiliary electric pump) to confirm the platform can be lowered without primary power. Listen for abnormal noises and observe a smooth, even descent rate.
9 Brake & Steering Check — With the platform fully lowered, drive the machine slowly in an open area. Test that brakes engage immediately when the drive control is released, and that steering responds correctly in both directions.
10 Document & Tag — Complete the pre-operation checklist, noting any deficiencies. If the machine passes all checks, affix a green "Inspected" tag with date and inspector name. If a defect is found, attach a red "Do Not Operate" tag and report immediately to maintenance.
