Purpose

The purpose of this SOP is to ensure that every subcontractor worker who enters the worksite receives a consistent, documented safety orientation before performing any task. The orientation verifies that all personnel are aware of site-specific hazards, emergency procedures, PPE requirements, and lockout/tagout protocols. This reduces the probability of injury, equipment damage, and regulatory non-compliance while creating a verifiable record of training for audit purposes.

Scope

This orientation applies to all subcontractor personnel — including trades, general labourers, equipment operators, and supervisory staff — before they begin work on any site governed by this safety program. It covers initial site access and is valid for the duration of the project provided the worker has no lapse in site attendance exceeding 30 consecutive days. The orientation does not replace trade-specific or task-specific hazard training (e.g., confined space entry, crane operation), which must be delivered separately and documented in the site training register.

Safety Precautions
  • LOTOVerify all energy sources are isolated and locked out before any subcontractor accesses equipment or energized systems. Personal LOTO locks must be applied with a hasp and tag. No worker may remove another worker's lock. Refer to the site-specific LOTO isolation schedule before each shift.
  • PPEEach subcontractor worker must wear CSA-approved head protection (Z94.1), eye protection (Z94.3), high-visibility vest (Z96 Class 2 or higher), and steel-toed boots (CSA Green Triangle) while on site. Gloves, hearing protection, and fall arrest equipment must be worn where identified in the daily hazard assessment. PPE inspection tags must be dated and countersigned by the site safety coordinator.
  • FALLAny worker exposed to a fall of 3 m or more must be equipped with a full-body harness (CSA Z259.10) connected to a certified anchorage point via a shock-absorbing lanyard (Z259.11). Inspect all fall protection equipment before each use. Do not use equipment with frayed webbing, bent buckles, or missing labels.

Procedure: Step-by-Step
1 Pre-Orientation Documentation Review — Verify each subcontractor company's safety credentials: WSBC clearance letter (current within 90 days), applicable trade certifications (fall protection, confined space, crane operation, etc.), and proof of liability insurance. Collect and file copies in the site safety binder. Reject any worker whose documentation is expired or incomplete.
2 Site-Specific Hazard Assessment Briefing — Review the daily hazard assessment form with the entire subcontractor crew. Identify and mark on the site map: all active electrical sources, overhead and buried utilities, confined spaces, fall zones, moving equipment, and adjacent work activities. Each worker must initial the form to confirm understanding. Record any new hazards discovered during the walkthrough.
3 PPE Inspection and Verification — Conduct a 100% visual and tactile inspection of each worker's PPE. Hard hat: check shell for cracks, dents, or gouges; check suspension for fraying or broken straps; verify suspension adjustment knob functions. Safety glasses: check for unscratched lenses, unbroken frames, and secure temple arms. High-vis vest: check for tears, intact reflective striping, and secure closures. Boots: verify CSA green triangle, undamaged toe cap, and sole integrity (no delamination). Attach a dated and initialled inspection tag to each item.
4 Emergency Evacuation Route Walkthrough — Physically walk the primary and secondary egress routes with all subcontractor personnel. Point out the designated muster point, fire extinguisher stations (verify each has a current inspection tag), first aid stations, emergency contact numbers posted in the site trailer, and the location of the nearest AED. Confirm each worker can correctly recite the emergency alarm signal (e.g., continuous horn blast for evacuation, intermittent for all-clear) and the head-count protocol at the muster point.
5 Lockout/Tagout Protocol Review — Present the site-specific LOTO isolation schedule. Demonstrate the correct isolation sequence for each energy source the subcontractor may encounter: electrical disconnect, pneumatic valve, hydraulic line, stored energy (capacitors, springs, elevated loads). Review the correct application of a personal LOTO lock, hasp, and tag. Emphasize the absolute prohibition of operating any energy-isolating device that bears another worker's lock and tag. Each worker signs the LOTO acknowledgment form.
6 Subcontractor Sign-Off and Acknowledgment — Each subcontractor worker individually signs and dates the site orientation log. The safety coordinator countersigns and issues a dated site access badge with the worker's name, company, and photo. The badge must be worn visibly on the outer garment at all times while on site. Retain the signed orientation record for a minimum of 12 months in the site safety file. Any worker who loses their badge must repeat the orientation process before a replacement is issued.
7 Daily Check-In Procedure — Instruct subcontractor personnel that each subsequent site visit begins with a check-in at the site trailer. They must present their access badge and review the daily hazard assessment board. Any new hazards discovered since the previous shift must be communicated verbally and documented in the hazard log before work commences. Workers who have been off-site for more than 30 consecutive days must complete a full re-orientation before being granted site access.
