Purpose

To establish a repeatable, auditable procedure for conducting fire drills in an industrial or manufacturing environment. This SOP ensures that all employees, supervisors, and visitors can evacuate the facility quickly and safely, that floor wardens are trained to sweep their zones, and that post-drill metrics are captured to identify gaps in alarm audibility, exit route clarity, or muster point assembly speed. Regular drills reduce panic during real emergencies and demonstrate due diligence under provincial OHS regulations.

Scope

This procedure applies to all personnel present in the facility during a scheduled or announced fire drill, including full-time employees, temporary workers, contractors, and visitors. It covers the entire drill cycle: pre-drill communication, alarm activation, zone evacuation, muster point assembly, head count, and post-drill debrief. It does not cover fire suppression system testing (e.g., sprinkler flow tests) or live-fire scenarios. This SOP is intended for facilities with 5 or more occupants and at least one designated muster point.

Safety Precautions
  • LOTOLockout/Tagout any equipment that cannot be left in an energized or running state during evacuation. If safe shutdown is not possible, assign a dedicated operator to remain until the last possible moment, then evacuate.
  • EXITSVerify that all exit routes, stairwells, and final exit doors are free of obstructions, unlocked on the egress side, and illuminated with functional emergency lighting before the drill begins.
  • MOBILITYIdentify personnel with mobility impairments or temporary injuries in advance. Assign a designated buddy to provide assistance and notify the drill coordinator of their location in the muster area.
  • ELEVProhibit use of all elevators during the drill. Post signs at elevator banks reminding occupants to use stairwells. If an elevator is equipped with firefighter recall, ensure automatic recall is functional.
  • VISITAll visitors and contractors must sign in at the front desk and receive a brief evacuation briefing upon entry. The visitor log must be brought to the muster point for cross-referencing during roll call.

Procedure: Step-by-Step
1 Signal the alarm and announce the drill. Activate the building fire alarm system by pulling the manual pull station nearest to the drill coordinator. Simultaneously broadcast a clear voice announcement over the PA system: "ATTENTION — A FIRE DRILL IS NOW IN PROGRESS. EVACUATE THE BUILDING IMMEDIATELY VIA THE NEAREST SAFE EXIT. PROCEED TO YOUR DESIGNATED MUSTER POINT." Do not use elevators. If the alarm system is being tested separately, use an air horn or whistle to initiate the drill and confirm audibility throughout all zones.
2 Begin orderly evacuation from all zones. All personnel must immediately stop non-essential work, secure equipment if safe to do so (e.g., lock wheels on mobile machinery, shut down torches or grinders), and walk — do not run — to the nearest clearly marked exit. Follow illuminated EXIT signs. Close doors behind you but do not lock them. Supervisors and floor wardens must sweep their assigned zones, visually checking offices, washrooms, break rooms, storage mezzanines, and blind corners. Use a sweeping motion with a flashlight or arm to indicate the zone is clear. Account for all personnel in your zone as you exit.
3 Assemble at the designated muster point. All evacuees must proceed directly to the primary muster point indicated on the facility evacuation map (typically the main parking lot or designated field away from building entrances). Maintain a minimum distance of 50 metres from the building to allow emergency vehicle access. Do not re-enter the building for any reason. If the primary muster point is compromised (e.g., smoke, wind direction), proceed to the secondary muster point as directed by the drill coordinator. Floor wardens must take position at the periphery of the muster area to maintain group cohesion.
4 Conduct immediate head count and roll call. Each supervisor or floor warden must conduct a visual head count of their assigned team members within 2 minutes of arrival at the muster point. Use the printed or digital roster (if using SafeDesk) to check off each name. Account for all visitors, contractors, and temporary staff who were in your zone. Report any missing persons immediately to the drill coordinator by name, last known location, and any known medical conditions. If a person is unaccounted for, the drill coordinator must notify the designated search team — do not send untrained personnel back into the building.
5 Evaluate response performance and debrief. The drill coordinator must record the total evacuation time from alarm activation to final roll call complete. Note any bottlenecks, blocked exits, confused personnel, or malfunctioning alarms. Gather the floor wardens for a 5-minute debrief before dismissing the drill. Document the following metrics: evacuation time (target ≤ 3 minutes for full facility), percentage of zones cleared, number of personnel who required assistance, and any equipment left in an unsafe state. File the drill report in the safety logbook and upload to SafeDesk if digitized. Schedule corrective actions for any deficiencies within 5 business days.
