Purpose

The purpose of this SOP is to establish a standardized, repeatable procedure for the removal of biofilm, sludge, and scale from cooling tower basins and to apply a biocidal shock treatment that eliminates Legionella pneumophila and other waterborne pathogens. This procedure reduces the risk of Legionnaires’ disease outbreaks, maintains heat transfer efficiency, and ensures compliance with regulatory water treatment programs. All steps are designed to protect personnel, equipment, and the environment.

Scope

This SOP applies to all evaporative cooling towers, closed-circuit cooling towers, and fluid coolers with accessible basins located in industrial facilities, commercial buildings, and HVAC systems under the purview of the maintenance team. It covers the full basin cleaning cycle from isolation and draining through disinfection and return to service. It does not cover cleaning of fill media, drift eliminators, or fan maintenance. Personnel performing this task must have completed confined space awareness and chemical handling training.

Safety Precautions
  • LOTOLockout/tagout all electrical sources to fans, pumps, and heaters. Verify zero energy state before entering the basin area.
  • PPEWear rubber boots, chemical‑resistant gloves, safety goggles, and a half‑face respirator with organic vapour/acid gas cartridges when handling cleaning chemicals and biocide.
  • CHEMHandle alkaline degreaser and chlorine‑based biocide in well‑ventilated areas. Never mix chemicals. Follow Safety Data Sheet (SDS) instructions for each product.
  • CSIf the basin is deeper than 1.2 m or has limited access, implement confined space entry procedures including atmospheric monitoring and retrieval equipment.
  • SLIPBe aware of wet, slippery surfaces. Use non‑slip footwear and maintain three points of contact when climbing ladders or edges.

  • Lockout/tagout kit (padlocks, hasps, tags, lockout keys)
  • Rubber waders or waterproof boots
  • Industrial wet/dry vacuum (15‑gallon minimum)
  • High‑pressure washer (2000+ psi) with detergent injector
  • Stiff‑bristle scrub brushes (long‑handle and hand‑held)
  • Alkaline degreaser (pH 12–13, compatible with copper and steel)
  • EPA‑registered chlorine biocide tablets or liquid (sodium hypochlorite)
  • Portable submersible pump (for rapid draining and chemical circulation)
  • pH test strips (range 6–14) and chlorine test kit (DPD method)
  • Personal protective equipment: chemical‑resistant gloves, goggles, face shield, rubber boots, respirator (organic vapour cartridges)
  • Waste drums or totes for contaminated water (if required by local regulations)
  • Sample bottles and cooler for Legionella culture testing

Procedure: Step-by-Step
1 Lockout/Tagout and Isolate
Shut down the cooling tower system. Isolate electrical supply to fans, pumps, and heaters. Lock out and tag out all isolation points. Verify zero energy state by attempting to start equipment.
2 Drain Basin and Sump
Open drain valve and allow water to flow to waste. If the drain is slow, use a submersible pump to expedite removal. Dispose of drained water per local environmental regulations (check for chlorine residual).
3 Remove Debris and Sludge
Wearing waders and appropriate PPE, remove large debris, leaves, and sludge using shovels, scoops, and a wet/dry vacuum. Pay attention to corners, baffles, and the sump pit. Bag and dispose of debris.
4 Pressure Wash Interior Surfaces
Apply alkaline degreaser to basin walls, floor, and all internal structural supports. Let soak for 5–10 minutes. Use a high‑pressure washer to thoroughly remove biofilm, scale, and residue. Rinse with clean water.
5 Apply Biocide / Shock Treatment
Fill basin with enough water to submerge sump pump intake. Add EPA‑approved chlorine biocide to achieve 5–10 ppm free chlorine. Circulate with a portable pump for 30 minutes. Test chlorine level and add more if necessary.
6 Final Rinse and Refill
Drain the biocide solution to waste. Rinse basin thoroughly with fresh water and drain again. Close drain valve. Refill basin with fresh water. Restart circulation pumps and check for leaks.
7 Test and Verify
After system restart, collect a water sample from the basin using a sterile bottle. Send to an accredited lab for Legionella culture (ISO 11731). Continue daily chlorine/biocide maintenance per ASHRAE 188 until negative test results are confirmed.
