Purpose

To establish a standardized, zero-exception Safe Operating Procedure (SOP) and Lockout/Tagout (LOTO) protocol for corrugated cardboard balers. This procedure is engineered to isolate all hazardous kinetic and potential energy sources—including ram hydraulic pressure, tensioned ejector springs, and automatic feed conveyor interlocks—before any operator is permitted to enter the compression chamber or access moving parts. Failure to comply with this exact sequence will result in catastrophic mechanical engagement leading to severe injury or fatality.

Scope

This SOP applies to all dedicated corrugated cardboard balers (both vertical downstroke and horizontal closed-chamber variants) operating within the facility's recycling and waste stream management systems. It covers the complete operational lifecycle from pre-start inspection through to safe shutdown and authorized LOTO for jam clearing, maintenance, and repair. This procedure specifically excludes non-compacted waste streams and dedicated container systems.

Safety Precautions
  • LOTOAuthorized personnel must execute zero-energy verification using the facility-specific padlock and hasp system. Remove all personal locks only after confirming complete energy isolation. Refer to CSA Z460-20.
  • CRUSHThe ram and ejector mechanism can cycle automatically. NEVER bypass interlock switches or safety grates. Wait for complete cycle stop plus 10 seconds before approaching the chamber opening.
  • PPEMandatory use of safety glasses (Z87.1), cut-resistant gloves (ANSI A5 level), steel-toed boots, and hearing protection (earplugs or muffs) within a 15-meter radius of the baler.
  • ENTLoose clothing, jewelry, and long hair must be restrained. The feed conveyor and tensioning rollers present high pull-in risk areas. Remove all dangling objects before operating.
  • FIRECorrugated cardboard dust is a combustible dust hazard. The baler area must be kept free of dust accumulations. Smoking is strictly prohibited within 10 meters of the baler.

  • Authorized LOTO Kit (padlocks, hasps, danger tags, lockout device for electrical disconnect)
  • Voltage/Phase Tester (e.g., Fluke T5-600) for zero-energy verification
  • Hydraulic Pressure Gauge and bleed valve tool (for accumulator verification)
  • Torque Wrench (for jam access panel bolts)
  • FRC Clothing (Flash-rated if applicable to electrical components)
  • Wire Ties and Cable Cutter for securing LOTO devices

Procedure: Step-by-Step
1 Pre-Operational Inspection: Verify all safety guards, interlock switches, and emergency stop buttons (E-stops) are in place and functional. Check the hydraulic fluid level and inspect hoses for leaks or abrasions. Ensure the bale ejection door is fully closed and latched. Do not proceed if any safety device is compromised.
2 Standard Start-Up Sequence: Turn the main disconnect switch to the ON position. Reset all E-stops. Initiate the control panel start sequence. Observe one complete automatic cycle (ram down, pressure hold, ram up) to confirm normal operation before loading material.
3 Loading and Compaction: Load corrugated cardboard into the hopper or conveyor uniformly. Do not exceed the manufacturer's rated capacity. Keep hands and tools clear of the compression chamber opening. Activate the cycle via the two-hand safety control or foot pedal only.
4 Responding to a Jam (Minor): If cardboard is visibly stuck but does not require entering the chamber, cycle the machine in MANUAL jog mode to clear the obstruction. Use a non-conductive push stick (if within arm's reach without leaning in). Never reach past the safety grate.
5 LOCKOUT/TAGOUT FOR JAM CLEARANCE OR MAINTENANCE (CRITICAL PROCEDURE): Notify all affected operators. Shutdown the baler via the normal stop procedure (allow complete cycle unwind). Turn the main disconnect switch to the OFF position. Apply personal padlock and hasp. Verify zero energy by attempting to start the baler and by manually bleeding any residual hydraulic pressure using the manufacturer's specified bleed valve. Tag the lock with the authorized employee's name, date, and reason.
6 Chamber Entry and Clearance: Only after LOTO verification is complete, use the designated tools to safely remove the jam. Inspect the ram and chamber for damage. Remove all debris. Before closing the access panels, ensure no tools are left inside the chamber.
7 Removal of LOTO and Return to Service: Remove all tools and debris. Close and secure all access panels. Ensure all personnel are clear of the machine. Remove the personal padlock and hasp. Notify affected personnel that the machine is being restarted. Turn the disconnect to ON and resume normal operation.
8 End of Shift Shutdown: Complete the final bale cycle and ensure it is fully ejected and tied off. Isolate the baler per LOTO standards if the next shift will not be using it immediately. Complete the daily PM log and report any abnormalities to the shift supervisor.
