Dust Collector Stack Emission Opacity Test
Standardized procedure for visually determining the opacity of emissions from industrial dust collector exhaust stacks using EPA Method 9 (or equivalent) certified observer protocols. Ensures regulatory compliance, verifies filter/baghouse integrity, and triggers corrective action before particulate breakthrough exceeds permitted limits.
To establish a standardized, repeatable method for visually quantifying the opacity of visible emissions from stationary dust collector exhaust stacks. This procedure ensures compliance with federal and provincial air quality regulations (e.g., Canadian Environmental Protection Act, provincial air quality objectives), provides an early indicator of baghouse filter degradation or bypass leakage, and documents the facility's due diligence in managing particulate emissions. Reliable opacity readings enable maintenance teams to schedule corrective action—such as bag replacement or pulse-jet tuning—before a reportable exceedance occurs.
This SOP applies to all stationary dust collector systems with visible exhaust stacks at industrial facilities, including baghouses, cartridge collectors, cyclone separators, and hybrid wet/dry systems. It covers pre-test conditions, observer certification requirements, the opacity reading protocol, recording standards, and corrective action triggers. This procedure is intended for use by certified opacity observers, environmental compliance personnel, and maintenance technicians. It does not address continuous opacity monitoring systems (COMS) or stack sampling for mass-based particulate concentration.
- Lockout/tagout the dust collector's material handling discharge (rotary valves, screw conveyors, dump gates) before accessing stack sampling ports or platforms. Isolate all pneumatic and electrical energy sources per the site's LOTO procedure.
- Wear ANSI Z87.1 safety glasses, hard hat, steel-toed or composite-toed boots (CSA Grade 1), hearing protection (when ambient noise exceeds 85 dBA), and a reflective high-visibility vest. When the stack emits visible particulate, don a P100 half-face respirator.
- If the observer platform or stack access point is 4 ft (1.2 m) or more above grade, use a full-body harness with a 100% tie-off double lanyard attached to an engineered anchor point. Inspect all fall protection gear before use.
- Stack surfaces and exhaust gases can exceed 120°C (250°F). Maintain at least 1 m clearance from uninsulated stack sections. Wear heat-resistant gloves if touching any stack component. Allow hot surfaces to cool before positioning.
- Do not perform opacity readings during heavy rain, snow, or fog; condensed water vapour in the plume invalidates readings. Cease testing if lightning is within 8 km of the stack.
- Certified Opacity Observer (COO) holding current Method 9 certification (or provincial equivalent, e.g., MOECC Visible Emissions Certification)
- Stopwatch or digital timer with resolution ≤1 second
- Opacity data recording form (paper or digital tablet with waterproof case) — include fields for date, time, unit ID, observer name, certification number, 24× opacity readings, average, and corrective action notes
- Binoculars (8× or 10× magnification) only if observer distance exceeds 50 m from stack exit
- Sun timing reference (compass or smartphone sun position app) to confirm sun is behind observer
- Clipboard, waterproof pen, and field notebook
- Two-way radio or hand signals (if observer is positioned remotely from dust collector control panel)
- Anemometer (digital, ±0.5 m/s accuracy) for recording wind speed at stack height — optional but strongly recommended
- Digital camera or smartphone for evidentiary photographs (optional, for compliance documentation)
