Purpose

The purpose of this SOP is to establish a standardized process for the management, tracking, and periodic safety inspection of all portable 110V tools and appliances. Proper execution of this procedure reduces the risk of electrical shock, fire, and equipment damage, while ensuring compliance with applicable occupational health and safety regulations and company asset management policies.

Scope

This SOP applies to all portable electrical tools, extension cords, and portable appliances operating at 110V AC used in production, maintenance, and facility operations. It covers initial inventory registration, visual inspections, electrical testing (PAT), labeling, and documentation. Excluded are fixed-installed machinery and equipment (refer to SOP-ELEC-008 for Hardwired Equipment).

Safety Precautions
  • LOTOIf performing PAT on a device connected to a fixed installation point (e.g., portable A/C unit), ensure proper Lockout/Tagout procedures are followed per SOP-SAF-001.
  • PPEInspectors must wear Class 0 rubber insulating gloves and safety glasses with side shields while conducting electrical tests.
  • DE-ENAll portable appliances must be disconnected from the mains supply and verified de-energized before opening any enclosure or conducting insulation resistance testing.
  • BANANANever insert banana plugs into a live mains socket. Use only approved PAT test adaptors designed for the Fluke 6500-2 or equivalent.

Procedure: Step-by-Step
1 Asset Registration: Scan the tool's barcode or assign a new unique asset ID in the CMMS. Record the make, model, serial number, voltage rating, and location. Verify the asset is added to the "Active 110V Tool Inventory."
2 Visual Inspection (Pre-Test): Inspect the plug, cable, and appliance body for damage, cracks, signs of overheating, or unauthorized repairs. Verify the cable clamping gland is secure. If any defect is found, immediately tag the item as "FAILED - Do Not Use" and isolate it from the work area.
3 Earth Bonding Test (Class I Only): Set the PAT tester to the 200mA earth bond test. Connect the test probe to the exposed metal part of the appliance. The reading must be ≤ 0.1Ω. If the reading exceeds this, the protective earth conductor is compromised.
4 Insulation Resistance Test: Set the PAT tester to 500V DC. Connect the test leads. The insulation resistance between live conductors and earth (or accessible conductive parts) must be ≥ 2MΩ. For Class II equipment (double insulated), this test is critical in assessing insulation integrity.
5 Functional Polarity & Load Test: Reconnect the appliance to the mains via the PAT tester. Verify that the polarity is correct and the appliance draws current within its rated specification. Run the appliance for at least 30 seconds to ensure stable operation.
6 Labeling & Inventory Update: Apply a durable PAT test label to the appliance body indicating the inspection date, next due date (based on site schedule, typically 3-6 months), and the inspector's ID. Immediately update the asset record in the CMMS (ServiceGrid) with the test results, pass/fail status, and re-test date.
