Purpose

To establish a standardized method for testing the stability of freestanding cabinets under simulated tipping conditions. The test verifies that cabinets with a height-to-depth ratio greater than 3:1 are properly anchored or weighted to prevent injury from tipping.

Scope

This SOP applies to all single and multi-drawer filing cabinets, shelving units, and storage cabinets in operational areas. It does not cover wall-mounted cabinets or non-freestanding units. Test is performed on empty cabinets unless otherwise specified.

Safety Precautions
  • LOTOLockout/Tagout all power tools used for anchoring (e.g., impact drivers). Ensure cabinet is empty and drawers locked or taped shut.
  • PPEWear safety glasses, steel-toe boots, and cut-resistant gloves. Use a second person as spotter during tilt test to catch falling cabinet.
  • OVEREnsure area above cabinet is clear of objects. Use a step ladder with three-point contact when applying load at top.
  • BARRSet up safety cones or barriers around the test area to prevent unauthorized personnel from entering during the tilt test.
Required Tools & Materials
  • Digital inclinometer or angle finder (0.1° resolution)
  • Tilt test force gauge (push/pull type, 0–500 N) or spring scale
  • Impact driver with appropriate bits for anchor bolts
  • Carpenter’s level (minimum 48" length)
  • Measuring tape (metric)
  • Steel ruler
  • Marker and PASS/FAIL labels
  • High-strength packing tape and bungee cords
  • Safety cones or barriers

Procedure: Step-by-Step
1 Preparation and Isolation: Clear the cabinet of all contents. Remove any casters or leveling glides that are not factory-standard. Position the cabinet on a level, non-slip surface. Use the carpenter’s level to verify the cabinet is level front-to-back and side-to-side within 0.5°.
2 Secure Drawers and Doors: Tape all drawers shut with high-strength packing tape to prevent them from opening during the test. If doors exist, secure them with bungee cords or tape.
3 Apply Tilt Force: Attach the tilt test force gauge to the top front edge of the cabinet at the centerline. Slowly apply a horizontal force perpendicular to the front face. Increase force at a rate of no more than 10 N/s until either the cabinet tips (lifts opposite edge off floor) or the maximum force of 250 N is reached (CSA Z432 requirement for cabinets over 1800 mm).
4 Measure Tilt Angle: Using the digital inclinometer placed on the top surface, record the tilt angle at the moment of tip or at maximum force. For cabinets that do not tip, measure the angle under 250 N load.
5 Pass/Fail Criteria: The cabinet passes if: (a) the tilt angle at maximum force (250 N) is ≤ 5°, AND (b) the cabinet returns to its original vertical position within 2° after removal of load. If the cabinet tips before 250 N, record the angle and force, then label as FAIL.
6 Anchoring (if required): For cabinets that fail, install anchor brackets using ¼" lag bolts into a floor plate or wall stud. Re-test after anchoring. Record all results on the Tilt Test Data Sheet.
7 Documentation and Sign-Off: Complete the test record with date, operator name, cabinet ID, test results, and any corrective actions. Place a visible PASS/FAIL label on the cabinet.
