Purpose

To establish a standardised framework for speed governance and traffic routing inside commercial fleet yards. The primary objective is to reduce the risk of vehicle-to-vehicle collisions, vehicle-to-pedestrian incidents, and property damage by enforcing clear speed limits, physical lane demarcation, and mandatory communication signals. Adherence to this SOP ensures compliance with provincial occupational health and safety regulations and promotes a predictable, low-risk traffic environment during all gate movements, dock activities, and intra-yard transfers.

Scope

This SOP covers all paved and unpaved circulation areas within the fleet yard boundary, including entry/exit gates, main haul roads, parking aisles, fuel island approaches, and loading dock aprons. It applies to company-owned vehicles, contractor trucks, and any third-party delivery or service vehicles that enter the yard. Pedestrians (yard workers, spotters, and visitors) are also governed by the communication and crossing protocols defined herein. Excluded: public roadways immediately outside the yard gate and dedicated off‑road equipment tracks that are fenced and signed separately.

Safety Precautions
  • SPDMaximum yard speed is 15 km/h for light vehicles and 8 km/h for heavy trucks. Any violation must be recorded and reported to fleet safety coordinator within one shift.
  • PPEAll persons inside the yard perimeter must wear high-visibility vest meeting CSA Z96-19 Class 2 or higher, safety boots, and hard hat. Spotters must also carry a radio and a reflective wand.
  • SIGNAll temporary signage must be weighted or ballasted — never loose. Signs must be retroreflective for low-light operation. Remove any sign that becomes faded, damaged, or obstructed.
  • LOTOBefore placing or adjusting any barrier or cone, ensure the area is isolated with a temporary lane closure and that all approaching traffic is warned via flashing lights or stop/slow paddles.

Procedure: Step-by-Step
1 Post speed limit signage at every entry point and every 50 metres along main thoroughfares. Use signs that meet CSA Z96-15 retroreflectivity. Mount them at driver's eye level (1.5–2.1 m) and ensure they are not obscured by vegetation or parked equipment. Verify that all signs are visible from at least 30 m in day and night conditions.
2 Designate one‑way lanes and bumper‑to‑bumper parking aisles. Apply painted floor markings (yellow for lane centre, white for parking boundaries) or use reflective delineator posts every 10 m. Confirm that all lanes are at least 4.5 m wide to accommodate articulated trucks. Mark yield lines at every intersection.
3 Complete a blind‑spot audit at every intersection and loading bay. Have a spotter stand at each corner while a driver cycles through left/right turns. Install convex mirrors (60 cm diameter) or sensor‑activated warning lights where visibility of oncoming traffic or pedestrians is obstructed. Document all blind‑spot findings in the yard safety log.
4 Enforce maximum yard speeds: 15 km/h for light vehicles (vans, pickups, cars) and 8 km/h for heavy trucks (class 6+). Use a calibrated radar gun to conduct random spot checks — minimum three per shift. Log each violation in the fleet management system. First violations result in a verbal warning; second violations escalate to a written report and mandatory refresher training.
5 Implement a mandatory stop‑and‑go protocol at all yield points and gate crossings. Driver must: come to a complete stop, sound horn once (2‑second blast), and proceed only after making eye contact with a spotter or pedestrian. Spotters must respond with a raised hand signal and verbal confirmation via radio. No vehicle shall pass a yield point while a pedestrian is within 5 m of the lane.
6 Conduct a weekly yard traffic audit: Walk the entire yard with a digital checklist. Inspect signage condition, lane markings, mirror alignment, and speed compliance records. Repair or replace any damaged items immediately. The audit report must be signed off by the fleet manager and retained for at least 90 days.
