Fuel Island Safe Pumping & Static Grounding

Purpose

To provide a consistent, safe method for transferring Class 1B and Class 2 fuels (gasoline, diesel) at fleet refuelling stations. The primary hazards are electrostatic discharge (ESD) ignition and fuel spill. This SOP establishes mandatory bonding and grounding steps, flow-rate control, and emergency response to prevent fire, explosion, and environmental release.

Scope

This SOP applies to all personnel operating fuel dispensing equipment at logistics depots, maintenance yards, and field refuelling sites owned or managed by the organization. It covers diesel, gasoline, and biodiesel blends up to B20. Aviation fuel, propane, and compressed natural gas are excluded. All operators must be certified through the company's in-house fuel handling program before working unsupervised.

Safety Precautions
  • ESDDo not operate during active lightning within 5 km. Wait 30 minutes after last observed lightning before resuming fuel transfer. Any spark from static discharge can ignite fuel vapour.
  • PPEMandatory minimum: chemical-resistant gloves (nitrile, 18 mil), safety glasses with side shields, and flame-resistant (FR) coveralls (CAT 2 or higher). Steel-toe boots with no exposed metal. Remove all metal jewellery and synthetic clothing layers.
  • ESDAlways connect static ground clamp to vehicle chassis before opening any fuel compartment. The bonding cable must remain connected until 10 seconds after the nozzle is removed.
  • SPILLKeep a 20‑lb ABC fire extinguisher within 15 m of the fuel island. Position a full spill kit (absorbent socks, pads, disposal bags) within arm's reach of the dispenser.
  • LOTOThe fuel island emergency shutoff (ESD) valve must be tested daily by pulling the handle for 2 seconds. Record the test on the daily inspection checklist. If the valve fails to shut flow within 3 seconds, lock out the pump and tag it "Out of Service".
Required Tools & Materials
  • Static grounding reel with continuous continuity monitor (green/red LED). 10 AWG bare copper cable and a CSA-approved clamp – one per bay.
  • Bonding cable (5 m, 12 AWG insulated) with two alligator clamps – connects vehicle chassis to fuel nozzle handle.
  • Fuel nozzle – UL/ULC listed, automatic shut-off (if available), with static-dissipative hose (conductive rubber).
  • Spill kit – hydrocarbon absorbent pads, boom socks, disposable bags, nitrile gloves (heavy-duty).
  • ABC fire extinguisher – 20 lb minimum, tagged and inspected within the last 12 months.
  • PPE – safety glasses, nitrile gloves, FR coveralls, steel-toe boots.
  • Daily inspection checklist and fuel transaction log (paper or digital).

Procedure: Step-by-Step
1 Pre‑operation inspection. Verify continuity of the grounding reel by pressing the test button on the monitor panel. Confirm green LED is illuminated. Inspect the bonding cable for cuts, abrasion, or exposed copper. Check that the spill kit is sealed and the fire extinguisher is in the green zone. Document on the daily checklist.
2 Don PPE. Put on safety glasses, nitrile gloves, FR coveralls, and steel-toe boots. Remove all conductive jewellery (rings, watches, chains). Ensure no synthetic undergarments (nylon, polyester) are visible.
3 Position the receiving vehicle. Drive the tanker, fuel trailer, or equipment into the designated grounding zone. Set the parking brake. Chock both rear wheels if the grade exceeds 2%. Shut off the engine and all electrical equipment (radios, battery chargers).
4 Attach static grounding clamp. Connect the grounding clamp to a clean, unpainted, bare metal surface on the vehicle chassis – typically a frame rail or spring mount. Do not attach to the filler neck, exhaust, or battery terminal. Confirm the monitor shows <5 ohms (green LED). If red, clean the contact point and re‑attach. If still red, do not proceed – tag the dispenser and call maintenance.
5 Connect bonding cable. Attach one clamp of the bonding cable to the vehicle chassis (same location as grounding clamp). Attach the other clamp to the fuel nozzle handle or the filler neck adapter (if using a funnel). This equalises potential between the fuel container and the dispensing system.
6 Insert nozzle and establish contact. Open the fill cap. Fully insert the nozzle into the receiving tank until the nozzle tip contacts the metal fill pipe wall. Do not pump until metal‑to‑metal contact is verified. If using a portable container, place it on the ground – never inside the vehicle bed.
7 Start pumping at low flow. Squeeze the trigger and hold at 10–20 L/min for the first 30 seconds. This allows any residual static charge on the hose to dissipate through the ground path. After 30 seconds, gradually increase to the maximum rated flow (60 L/min for diesel, 45 L/min for gasoline).
8 Monitor fill level continuously. Do not leave the pump unattended for any reason. Watch the sight glass or listen for the rising liquid level. If using an auto‑shutoff nozzle, keep the trigger depressed but be ready to release manually. Do not top off – leave 2% air gap for expansion.
9 Stop and disconnect. When the tank is full (or auto‑shutoff clicks), release the trigger immediately. Allow the hose to drain completely into the tank (approximately 10 seconds). Remove the nozzle carefully, avoiding drips. Wait 10 seconds before disconnecting the bonding cable.
10 Disconnect bonding, then grounding. Remove the bonding clamp from the nozzle first, then from the chassis. Coil the bonding cable and hang it on the hook. Next, release the grounding clamp from the chassis. Rewind the ground reel cable until it is taut but not stressed.
11 Post‑transfer check. Inspect the fill area for any spilled fuel. If a spill > 1 litre, deploy the spill kit immediately and follow the company spill response procedure. Record the transaction: date, time, vehicle ID, volume (from pump meter), operator name. Reset the pump handle and ensure the ESD valve handle is in the RUN position.
