This Grant Application For Technology Adoption policy defines the mandatory framework under which all departments must operate when seeking external funding for technology-related capital expenditures. All grant applications — whether federal, provincial, or private — must align with the organization's strategic technology roadmap and receive formal approval from the Technology Steering Committee before submission. This policy applies to software acquisitions, hardware upgrades, automation equipment, digital infrastructure projects, and any technology adoption initiative exceeding $10,000 in total project cost.

Non-compliance with this policy exposes the organization to audit risk, clawback liabilities, and reputational damage with funding bodies. All applicants must adhere strictly to the financial controls and documentation standards outlined herein.

Scope & Applicability

This policy applies to all full-time employees, contractors, and third-party consultants who prepare, submit, or administer grant applications for technology adoption. It covers all departments including Operations, Engineering, Information Technology, Logistics, and Production. Grant programs in scope include federal innovation superclusters, provincial technology adoption tax credits, clean technology incentives, digital transformation grants, and private foundation funding for automation and software infrastructure. Purchasing thresholds triggering this policy include any technology investment exceeding $10,000 total project cost, or any grant application — regardless of dollar value — that commits the organization to matching funds, co-investment obligations, or multi-year reporting requirements.

Core Directives & Procurement Standards
  • DIRAll grant applications must include a completed Technology Investment Justification (TIJ) form, which documents total cost of ownership, expected productivity gains, payback period, and alignment with the organization's 3-year technology roadmap.
  • REQNo grant application may be submitted without prior written approval from the Technology Steering Committee (TSC). Emergency applications under a 10-business-day deadline require expedited approval via the CFO and VP of Operations.
  • REQA minimum of three competitive quotes must be obtained for any technology asset or software license valued at $25,000 or more. Sole-source justifications must be documented and approved by the Procurement Director.
  • DIRMatching fund obligations must be fully budgeted and approved in the current fiscal year's capital expenditure plan before the grant application is submitted. No contingent liabilities may be assumed without Finance sign-off.
  • REQPost-award reporting must be completed within 30 days of each milestone or reporting period. Failure to submit timely reports will trigger a compliance review and may result in suspension of future grant application privileges for the responsible department.
Roles & Responsibilities
  • Technology Steering Committee (TSC): Reviews and approves all grant applications; validates alignment with technology roadmap; assigns prioritization scores based on strategic value, feasibility, and funding risk.
  • Procurement Director: Ensures competitive bidding compliance; maintains vendor documentation and pricing records; signs off on sole-source justifications and procurement schedules.
  • Finance Manager / Controller: Validates matching fund availability; reviews cost-benefit analysis and payback models; approves all financial commitments and certifies post-award expenditure reports.
  • Grant Application Lead (Project Sponsor): Prepares the application package, coordinates internal approvals, submits the grant application, and manages all post-award reporting and audit documentation.
  • VP of Operations: Provides operational sign-off on implementation timelines, resource allocation, and change management plans for technology adoption initiatives.

Workflow & Approval Steps
1 Opportunity Identification & Initial Screening: Department lead identifies a relevant grant program and completes the Grant Eligibility Checklist within 5 business days. The checklist is submitted to the Procurement Director for preliminary review.
2 Technology Investment Justification & Cost-Benefit Analysis: Project sponsor prepares the TIJ form including TCO, ROI projections, implementation timeline, and vendor quotes. Finance reviews and validates all cost assumptions and matching fund availability.
3 Technology Steering Committee Review & Prioritization: TSC scores the application based on strategic alignment, technical feasibility, financial risk, and operational impact. Approved applications receive a prioritization ranking and a submission deadline commitment.
4 Application Package Preparation & Internal Sign-Off: Grant Application Lead compiles the full submission package. Sign-offs are obtained from Procurement, Finance, TSC Chair, and VP of Operations. All signatures must be documented on the Grant Authorization Form.
5 Submission & Post-Award Administration: Application is submitted by the Grant Application Lead. Upon award, a Post-Award Compliance Binder is created with reporting deadlines, audit requirements, and milestone tracking. Finance monitors expenditure against grant terms on a monthly basis.
