Purpose

The purpose of this SOP is to establish a consistent, auditable process for issuing hot work permits and performing a mandatory post‑work fire watch. It ensures that every hot work operation is assessed, approved, and monitored to eliminate fire risk. Compliance with this protocol reduces liability, prevents property loss, and protects personnel.

Scope

This SOP applies to all Ryxen‑assessed industrial, manufacturing, and maintenance facilities where hot work is performed. It covers permit issuance by authorized supervisors, the execution of hot work, and the mandatory 60‑minute fire watch by a designated fire watch person. Exceptions require documented approval from the site safety manager. This document does not replace manufacturer‑specific welding or cutting procedures.

Safety Precautions
  • LOTOLockout/Tagout must be applied to any equipment that could introduce flammable liquids, gases, or electrical hazards into the work area. Isolate power sources and confirm zero energy state before commencing hot work.
  • PPEOperators and fire watch personnel must wear flame‑resistant clothing (FRC), welding helmet with appropriate shade, leather welding gloves, safety glasses, and steel‑toed boots. Hearing protection is required if noise levels exceed 85 dBA.
  • FIREA fully charged 20‑lb ABC fire extinguisher must be within 10 ft (3 m) of the work zone. Combustible materials within 35 ft (11 m) must be removed, covered with fire‑resistant blankets, or protected with spark‑arresting shields.
  • GASPrior to any hot work, use a calibrated combustible gas detector to verify that the atmosphere in the work area is below 10% of the lower explosive limit (LEL). Re‑test every 2 hours if work continues.

Procedure: Step-by-Step
1 Pre‑work Hazard Assessment: The permit authorizing supervisor inspects the work area for combustible materials within 35 ft (11 m). Ensure floors, walls, and ceilings are fire‑resistant or covered with fire‑resistant blankets. Check for flammable liquids, vapors, or dust. Test the atmosphere with a combustible gas detector; readings must be <10% LEL. Document findings on the permit.
2 Permit Application and Approval: The hot work operator completes the permit form including: location, type of work (welding, grinding, cutting), duration, start time, fire watch personnel assigned, and emergency contact. The supervisor signs after verifying that all safeguards are in place and the fire watch is briefed on their duties.
3 Setup and Pre‑ignition Checks: Position the fire extinguisher within 10 ft of the work zone. Cover any adjacent combustible surfaces with fire‑resistant blankets. Ensure ventilation is adequate to prevent accumulation of fumes. Confirm the fire watch is present, equipped with a communication device, and aware of the work area boundaries.
4 Hot Work Execution: Perform the hot work operation. The fire watch remains in the area at all times, monitoring for sparks, smoke, or ignition. Stop work immediately if any hazard escalates (e.g., new combustible material exposed, gas alarm sounds). After work is complete, the operator turns off all equipment and removes ignition sources.
5 Starting the 60‑Minute Fire Watch: Immediately after hot work ceases, the fire watch begins a continuous 60‑minute observation. The fire watch inspects the work area, adjacent compartments, and lower levels every 15 minutes for signs of smoldering or fire. Record observations (time, condition, initials) on the fire watch log sheet.
6 Mid‑Watch Verification: At the 30‑minute mark, the fire watch uses a thermal imaging camera or hand‑held temperature probe to check surfaces within 10 ft of the work zone for abnormal heat (above 54°C / 130°F). Any hot spot must be reported to the supervisor and addressed (e.g., wet down with water) before continuing the watch.
7 Permit Close‑out: After 60 uninterrupted minutes with no fire, smoke, or abnormal heat, the fire watch signs the permit close‑out section. The permit is returned to the supervisor for filing in the safety records. The work area is declared safe, and the fire watch is released. Permits must be retained for at least 30 days per WorkSafeBC requirements.
