Warehouse Emergency Evacuation Roll Call Protocol

Purpose

To establish a standardized, repeatable procedure for conducting a full emergency evacuation roll call in a warehouse environment. This protocol ensures that every person on-site — employees, contractors, and visitors — is positively accounted for within 15 minutes of alarm activation. The procedure eliminates guesswork during high-stress events, provides emergency responders with a verified headcount, and reduces the risk of search-and-rescue operations for individuals who may have already evacuated.

Scope

This SOP applies to all warehouse operations, distribution centres, and storage facilities operating under Ryxen client sites in British Columbia. It covers single-story and mezzanine-level warehouses with up to six defined evacuation zones. The protocol is triggered by any activation of the building fire alarm system, a verbal evacuation order from a designated safety officer, or a drill announced by management. It does not cover high-rise evacuation, chemical plume shelter-in-place events, or seismic response — those scenarios require separate SOPs.

Safety Precautions
  • LOTOLockout/Tagout all powered industrial trucks (forklifts, pallet jacks, order pickers) at the charging station or designated parking spot before evacuating. Do not attempt to park a lift truck mid-aisle — leave it in a safe position with forks lowered and brakes set.
  • PPEAll personnel must wear high-visibility safety vests during evacuation drills and actual events. Zone wardens must additionally carry a whistle and a laminated zone roster sheet on a clipboard. No one is permitted to re-enter the building for any reason until the all-clear is declared by the incident commander.
  • EXITNever use elevators during an evacuation. Proceed to the nearest marked exit — do not stop to retrieve personal belongings, tools, or documentation. If the primary exit is blocked by smoke or fire, use the secondary exit indicated on the evacuation map posted at each zone.
  • COMMSZone wardens must maintain clear radio discipline on the designated evacuation channel (Ch. 3). No non-safety traffic is permitted on that channel during an active evacuation. If radio communication fails, wardens must use hand signals and whistle blasts (three short blasts = 'report to ICP') to coordinate.
Required Tools & Materials
  • Pre-printed zone roster sheets (laminated or sealed in a clear document protector) — one per zone warden + one master copy at the Incident Command Post (ICP).
  • Clipboard with attached pen and high-visibility lanyard for each zone warden and the roll-call coordinator.
  • Two-way radio (UHF) with headset, programmed to the dedicated evacuation channel (Ch. 3). Minimum of 6 units: one per zone warden, one for the roll-call coordinator, one for the incident commander.
  • High-visibility safety vest (ANSI Class 2 or 3) for each zone warden — colour-coded by zone: Zone A = Yellow, Zone B = Orange, Zone C = Green, Zone D = Blue, Zone E = Red, Zone F = Purple.
  • Whistle or air horn — backup attention signal for each zone warden if radio communication fails.
  • Incident command vest (red, with "INCIDENT COMMANDER" printed on back) for the roll-call coordinator.
  • Backup paper roster master list — stored in the emergency kit box located at the main entrance (north wall, inside the red weatherproof cabinet).
  • Assembly zone signs — red-and-white striped poles with zone letter (A–F) positioned at each assembly area, visible from 50 metres.

Procedure: Step-by-Step
1 Activate the alarm and initiate zone evacuation. Depress the red manual pull station or activate the building alarm via the fire alarm control panel (FACP) located at the main security desk. Announce over the PA system: "ATTENTION — EMERGENCY EVACUATION — ALL PERSONNEL PROCEED TO DESIGNATED ASSEMBLY ZONES — THIS IS NOT A DRILL." Zone wardens immediately don their colour-coded high-visibility vests and begin sweeping their assigned zones.
2 Zone wardens sweep and secure their zones. Each warden walks the entire perimeter of their assigned zone, checking all aisles (both sides of every rack row), break rooms, washrooms, mezzanine platforms, enclosed offices, receiving areas, and shipping docks. Wardens call out "ANYONE IN THIS ZONE — EVACUATE NOW" at 10-second intervals using a loud, authoritative voice. Once the zone is visually clear, the warden closes the zone door (if fire-rated) and proceeds directly to the assembly area.
3 Personnel muster at designated assembly zones. Evacuees proceed directly to their pre-assigned assembly zone — maps showing zone locations are posted at each exit door and on the back of every employee badge. Each assembly zone is marked with a red-and-white striped pole and a ground sign displaying the zone letter (A–F). Evacuees must stand in a single-file line behind the zone marker, facing the building. No clustering, no sitting down, no re-entry.
4 Zone warden conducts verbal roll call from roster. Using the pre-printed zone roster sheet attached to their clipboard, the warden calls out each name on the list in alphabetical order by last name. As each person responds "HERE" or "ACCOUNTED FOR," the warden places a check mark in the 'Present' column. Any name that receives no response is circled in red ink. The warden then counts the total number of people physically present in the line and writes that number at the bottom of the sheet.
5 Mark visitors, contractors, and known absentees. The warden asks the group: "ARE THERE ANY VISITORS OR CONTRACTORS IN THIS ZONE THAT ARE NOT ON THE ROSTER?" Any additional persons are recorded on the Visitor/Contractor Log section of the clipboard — including name, company, and contact phone. If any personnel are known to be on break, on PTO, or working off-site, the warden marks them as 'ABSENT — EXCUSED' with the reason noted next to their name.
6 Perform buddy-system cross-check for missing personnel. For each name circled in red, the warden asks the assembled group: "DOES ANYONE KNOW THE LAST LOCATION OF [NAME]?" If a buddy or coworker provides a location (e.g., "She was restocking aisle 12 about 10 minutes ago"), the warden records it in the 'Last Seen' column on the roster. If no one has seen the missing person since the alarm sounded, the warden draws a double circle around the name and writes 'UNACCOUNTED' in bold letters.
7 Zone warden submits verbal report to the roll-call coordinator. The warden proceeds to the Incident Command Post (ICP) — located at the flagpole in the centre of the parking lot, marked with a red traffic cone and a white "ICP" flag. The warden reports using the standard format: "ZONE [letter] — [number] ACCOUNTED — [number] UNACCOUNTED — [number] VISITOR — [number] EXCUSED — LAST SEEN: [location]." The roll-call coordinator repeats the numbers back for confirmation and records them on the master consolidation board.
8 Roll-call coordinator consolidates all zone reports. The coordinator — wearing the red incident command vest — tallies the totals from all six zones on the master paper form or on a SafeDesk digital tablet (if available). The coordinator calculates: Total Expected (sum of all zone rosters) minus Total Accounted = Total Unaccounted. If the unaccounted count is zero, the coordinator declares "ALL CLEAR — FULL ACCOUNTABILITY" over the PA system. If any persons are unaccounted for, the coordinator immediately informs the incident commander of the last known locations.
9 Hand off accountability report to emergency responders. When fire department or emergency services arrive, the roll-call coordinator approaches the incident commander (IC) and states: "INCIDENT COMMANDER — [facility name] — TOTAL ACCOUNTED: [number] — TOTAL UNACCOUNTED: [number] — LAST KNOWN LOCATIONS OF UNACCOUNTED: [list]." The coordinator physically hands the master roster sheet to the IC and remains available for follow-up questions. Under no circumstances should the coordinator leave the ICP until the all-clear is given.
10 Secure the assembly area and do not allow re-entry. All personnel must remain in their assigned assembly zones until the incident commander or the roll-call coordinator issues a verbal "ALL CLEAR — RESUME OPERATIONS" announcement over the PA system. No person may re-enter the building for any reason — including retrieving personal items, phones, tools, or vehicles — until the official all-clear is declared. Zone wardens enforce this rule by standing at the entrance to their assembly zone and reporting any violators immediately to the roll-call coordinator.
