Warehouse Pedestrian And Forklift Traffic Separation Rules

This document defines the mandatory physical barriers, floor markings, warning devices, right-of-way protocols, and daily verification procedures required to prevent contact between pedestrians and forklifts in a warehouse environment. Purpose

To establish a mandatory, auditable system of engineering controls, administrative protocols, and personal protective equipment requirements that physically and procedurally separate pedestrians from forklift traffic in all warehouse zones. The primary objective is to eliminate the risk of pedestrian injury or death caused by forklift contact — the leading cause of serious warehouse incidents. This SOP applies to all personnel, contractors, and visitors entering any area where forklifts operate.

Scope

This SOP covers all indoor and covered warehouse areas where forklifts (Class I through V) operate alongside pedestrians. It applies to dedicated pedestrian walkways, racking aisles, loading docks, staging areas, battery charging stations, and any transitional zone between warehouse and non-warehouse spaces. Excluded from this scope are outdoor lumber yards and unenclosed shipping yards, which must be covered under a separate traffic management plan. All departments — including receiving, put-away, picking, shipping, maintenance, and administration — must comply.

Safety Precautions
  • LOTOLockout/Tagout — Any forklift involved in a traffic incident must be immediately removed from service and locked out pending a full inspection by a qualified technician. Do not operate a forklift with non-functional brakes, alarm, strobe, or steering.
  • PPEAll pedestrians in the warehouse must wear an ANSI Class 2 or 3 high-visibility vest at all times. Steel-toed boots with CSA Green Triangle rating are mandatory. Hard hats are required in any area where forklifts operate above 2.5 metres lift height.
  • IMPImpact Hazard — Never walk within 3 metres of the rear or side swing radius of a turning or backing forklift. Always make eye contact with the operator before crossing in front of a stationary or moving forklift. The operator may not see you even with mirrors and alarms.
  • PINPinch Point Hazard — Keep hands and feet clear of all barrier gate hinges, self-closing mechanisms, and floor track channels. Barrier gates are heavy and close with significant force. Never prop a gate open — if a gate must be temporarily secured for material flow, use a magnetic hold-open with a rated release and post a spotter.

  • Floor marking tape — yellow (4-inch minimum width, high-traction industrial grade)

  • Self-closing pedestrian barrier gates with automatic latch (42-inch minimum height, 10,000 lb impact rated)
  • Steel guardrail sections (42-inch height, 10,000 lb impact rated at 1.2 m deflection)
  • Convex acrylic mirrors — 36-inch diameter, shatterproof, with swivel mount
  • Warning signage — CSA Z432 compliant yellow diamond with black pedestrian/forklift symbol
  • Speed bumps / speed tables — forklift-rated, maximum 8 km/h crossing speed
  • Amber strobe lights — 360-degree visibility, forklift mounted
  • Audible reversing alarms — 95 dB minimum at 1 metre, forklift mounted
  • ANSI Class 2 or Class 3 high-visibility vests with reflective striping
  • Vest station with signage (one per pedestrian warehouse entrance)
  • Traffic separation audit checklist (printed or digitized)
  • Floor plan drawing of warehouse with marked pedestrian and forklift routes

Procedure: Step-by-Step
1 Conduct a traffic flow audit — Walk the entire warehouse floor and map every travel path used by forklifts and every route used by pedestrians. Identify all intersections, blind corners, loading dock interfaces, and doorways where paths cross. Use a floor plan drawing (paper or digital) to trace both networks in separate colours. Mark every point where a pedestrian and forklift path intersect within 3 metres — these are critical control points that require immediate separation treatment.
2 Install physical barriers at critical control points — At each identified intersection, install fixed steel guardrails (minimum 42 inches high, rated for 10,000 lb impact) or self-closing pedestrian gates to create a dedicated walkway corridor. Ensure pedestrians cannot bypass the barrier without opening a gate. All gates must close and latch automatically — no tie-backs or propped-open gates are permitted. Barriers must extend at least 3 metres in each direction from the intersection point.
3 Apply floor marking for separation zones — Apply 4-inch minimum yellow tape to define pedestrian walkways (minimum 48 inches wide) and forklift travel lanes (minimum 60 inches wide). Red tape with white diagonal stripes indicates a 'no-go' zone where pedestrians are strictly prohibited. All tape edges must be burnished with a floor marking applicator to prevent peeling. Replace any tape that shows lifting, curling, or fading beyond 50% of original chroma.
4 Install mirrors and warning signage — At every blind corner and intersection where line of sight is obstructed by racking or inventory, install a 36-inch convex mirror positioned to give forklift operators a clear view of oncoming pedestrian traffic. Mount at 7 feet above finished floor level, angled 15 degrees downward. Place CSA Z432-compliant warning signs (yellow diamond, black symbol) at 6 feet height on both approaches to each intersection.
5 Implement right-of-way protocol and speed control — Post a written right-of-way rule at each entrance to the warehouse floor: 'Pedestrians have the right-of-way at all times. Every forklift operator must stop and yield if a pedestrian is within 5 metres of their travel path. No exceptions.' Install speed bumps rated for forklift traffic (max 8 km/h crossing speed) in all aisles longer than 30 metres and at every transition zone between warehouse zones.
6 Outfit all forklifts with visual and audible warnings — Every forklift operating in the facility must have an operational audible reversing alarm (95 dB minimum at 1 metre) and an amber strobe light visible from 360 degrees. Strobe lights must be mounted at the highest practical point on the overhead guard. Verify both devices function at the start of every shift using the daily pre-operational inspection checklist. Forklifts with non-functional alarms or strobes must be tagged out of service immediately.
7 Enforce PPE and high-visibility clothing — All pedestrians entering the warehouse floor — including visitors, office staff, and delivery drivers — must wear an ANSI Class 2 or Class 3 high-visibility safety vest with reflective striping. A vest station must be maintained at every pedestrian entrance to the warehouse. Vests must be clean and free of tears or fading; replace any vest that has lost reflectivity. No vest = no access — this is a hard rule with zero discretion.
8 Conduct daily verification and weekly audits — At the start of each shift, the shift supervisor must verify that all barriers, gates, floor markings, mirrors, signage, and forklift warning devices are in place and functional. A weekly documented audit must be completed using a standardised traffic separation checklist. Any deficiency found must be corrected immediately or the affected zone must be closed to traffic until remediation is complete. Maintain all audit records for a minimum of 2 years.
