Purpose

This procedure establishes a standardized method for clearing debris from roof drains, scuppers, and overflow ports to prevent water ponding, structural overloading, and interior water intrusion. Unobstructed drainage is a critical control point for roof asset integrity and workplace safety.

Scope

This SOP applies to all personnel assigned to facility maintenance tasks involving flat or low-slope roof drainage systems, including primary roof drains, overflow scuppers, and external downspout strainers. It covers visual inspection, manual debris removal, and post-clearing flow verification.

Safety Precautions
  • LOTOLockout / Tagout of any mechanical roof access hatch interlocks or powered roof-top equipment before stepping onto the roof membrane.
  • FALLFull-body harness and shock-absorbing lanyard must be attached to a certified roof anchor point if the roof edge is unprotected.
  • PPECut-resistant gloves (ANSI A4 minimum), safety glasses with side shields, and slip-resistant boots. Use rubber gloves if standing water is present.
  • LIFTUse a mechanical lift (e.g., scissor lift with gutter-boom attachment) for ground-level scupper clearing if standing on a ladder exceeds 12 ft.

  • Bucket / pail (5-gallon) for collecting wet debris

  • Telescoping gutter wand or compressed air nozzle with blow gun
  • Hose with nozzle / calibrated dump bucket for flow test
  • Camera / smartphone with time-stamped photo app for documentation

Procedure: Step-by-Step
1 Access and Anchoring: Safely access the roof via a certified ladder or hatch. Immediately secure your fall arrest lanyard to a designated roof anchor point. Establish a safe walk path to avoid skylights or fragile membrane sections.
2 Visual Inspection of Drain Zones: Walk the entire roof perimeter and bay areas. Identify all primary drains, secondary overflow scuppers, and downspout strainers. Note any standing water, sediment deposits, vegetative growth, or misplaced ballast blocking the drain inlet. Photograph initial conditions.
3 Primary Drain Clearing: Using the roof drain scoop or trowel, remove all gross debris (leaves, gravel, bird waste) from the drain basin and the dome strainer. Place debris directly into the trash bag or bucket. Do not sweep debris onto unaffected membrane areas.
4 Scupper and Downspout Clearing: Inspect external scuppers from the roof level. Use the telescoping wand to clear any blockages visible from the top. For ground-level scupper outlet clearing, use a compressed air nozzle to dislodge obstructions without damaging the downspout pipe. Alternatively, deploy a plumber's bladder (test balloon) attached to a hose to flush stubborn blockages downstream.
5 Compacted Sediment Removal: For drains blocked by compacted silt, mud, or mineral deposits, use a garden trowel or weeding knife to break up and extract the material. Do not use metal probes aggressively that could crack the drain body or pipe boot. Flush the drain basin with a hose to verify water exits the downspout freely.
6 Flow Verification: Pour a 5-gallon bucket of clean water directly into the drain basin. Verify that the water drains completely within 30 seconds with no backup into the scupper overflow port. Record the drainage time in the maintenance log.
7 Final Documentation and Sign-off: Take timestamped "after" photos of each cleared drain. Complete the facility maintenance log with the date, roof zone, drains cleared, drainage time, and any anomalies found (e.g., cracked roof drain boot, missing strainer). Ensure all debris bags are removed from the roof and disposed of properly. Sign off the PM work order.
