Electrical Panel Clearance And Arc Flash Safety

This procedure defines the minimum safe clearance distances for electrical panels and the mandatory arc flash protection requirements per CSA Z462. It applies to all industrial and commercial facilities operating at voltages up to 600 V and above. Compliance prevents arc flash injuries and ensures egress pathways remain unobstructed.

Purpose

The purpose of this SOP is to standardize the process for verifying that electrical panels have adequate working clearance and that all personnel are protected from arc flash hazards. Adherence to CSA Z462 and WorkSafeBC requirements reduces the risk of electrical burns, blast injuries, and fatalities. Clearance measurements and PPE selection are validated against the incident energy analysis on the panel label.

Scope

This procedure covers all electrical distribution panels, motor control centres (MCCs), switchboards, and disconnect switches within facilities under Ryxen safety management. It applies to both energized and de‑energized work where a qualified electrical worker must assess clearance and arc flash boundaries. Excluded: live work on high‑voltage transmission systems (above 15 kV).

Safety Precautions
  • LOTOAll energy sources must be isolated and locked out before opening any panel cover or enclosure. Follow written LOTO procedure and verify zero energy with a live‑dead‑live voltage test.
  • PPEArc flash PPE must be rated for the incident energy on the panel label (minimum 8 cal/cm² unless higher level specified). Use rubber insulating gloves (rated for 1,000 V) with leather protectors and arc‑rated face shield.
  • BNDREstablish the Limited Approach Boundary and Restricted Approach Boundary based on system voltage or engineering study. No unqualified person may cross the limited boundary.
  • TRAINOnly qualified electrical workers who have completed CSA Z462 arc flash training (refreshed every 3 years) may perform this procedure. Unqualified workers must stay outside the limited approach boundary.
Required Tools & Materials
  • Arc flash suit (hood, jacket, pants) with minimum 8 cal/cm² rating
  • Voltage tester (CAT III/IV, rated for the system voltage)
  • Insulated hand tools (e.g., screwdrivers, pliers, wrenches)
  • Lockout/tagout kit (padlocks, hasps, tags, LOTO log)
  • Measuring tape (2 m minimum) or laser distance meter
  • Infrared thermal camera (optional, for detecting hot spots)
  • Safety glasses, hearing protection, and arc‑rated face shield

Procedure: Step-by-Step
1 Verify Isolation & Lockout/Tagout. Secure all energy sources feeding the panel. Perform a live‑dead‑live voltage test at each termination point using a CAT III rated meter. Confirm zero energy and attach lockout devices and tags. Record LOTO details in log.
2 Identify Arc Flash Boundaries. Read the incident energy label on the panel. Determine the Arc Flash Boundary (typically 1.2 cal/cm² threshold) and the Limited Approach / Restricted Approach distances. Mark boundaries with floor tape or cones if work is to be performed energized (only if justified).
3 Don Rated Arc Flash PPE. Wear the full arc flash suit including hood and face shield, arc‑rated jacket and pants, along with rubber insulating gloves (class 00 or 0) and leather protectors. Verify PPE condition, label legibility, and inspection date.
4 Measure Panel Clearance. Using a measuring tape, record the distance from the front of the panel to the nearest permanent obstruction (wall, equipment, stored items). For panels rated ≤600 V, minimum clearance is 36 in (914 mm). For >600 V, refer to CSA Z462 Table 5. Depth must be ≥36 in and width ≥30 in per panel width. Note any violations.
5 Inspect Panel Condition. Visually check for signs of overheating, moisture, corrosion, or physical damage. Use a thermal camera (if available) to scan for hot spots >10 °C above ambient. Document all findings — including missing or illegible labels — in the inspection log.
6 Complete Documentation & Reset. Replace any damaged arc flash labels. Update the panel directory if necessary. Remove all lockout/tagout devices only after panels are closed and all tools are accounted for. Sign off the SOP checklist and file for regulatory audit.
