Purpose

The purpose of this Emergency Response Plan for Chemical Spills is to ensure that all personnel can react quickly and correctly when a spill occurs. By following a structured sequence of assessment, evacuation, containment, cleanup, and reporting, the plan prevents escalation, reduces exposure to hazardous substances, and maintains regulatory compliance with Canadian occupational health and safety laws.

Scope

This SOP applies to all areas within the facility where hazardous chemicals are stored, handled, or transported – including warehouses, production floors, loading docks, and maintenance bays. It covers minor spills (containable by one person with a spill kit) and major spills (requiring evacuation and external response). It does not cover radioactive or biohazard spills, which have separate, independent protocols.

Safety Precautions
  • PPEAlways wear the PPE specified on the chemical’s Safety Data Sheet (SDS) before approaching a spill. Minimum: chemical-resistant gloves, splash goggles, and coveralls. For volatile or toxic substances, use a respirator with appropriate cartridges.
  • VENTEnsure the area is well ventilated. Open doors and windows, or activate local exhaust ventilation. Never enter a confined space with a chemical spill without proper air monitoring and rescue equipment.
  • IGNEliminate all ignition sources. Do not operate electrical switches, phones, or tools that could spark near flammable spills. Use only spark-proof equipment.
  • CONTDo not walk through a spill; you may spread contamination or be exposed. Establish a perimeter at least 10 metres from the spill edge, and only authorised personnel trained in spill response may enter the inner boundary.
  • ALRMIf the spill poses an immediate threat to safety (fire, explosion, toxic cloud), activate the facility alarm and initiate full evacuation. Do not attempt cleanup.

  • Chemical spill kit (absorbent booms, socks, pads, loose absorbent, disposal bags, tie-offs)
  • Personal protective equipment (chemical-resistant gloves, goggles, face shield, coveralls, rubber boots, respirator with organic vapour/acid gas cartridges)
  • Neutralizing agent (e.g., sodium bicarbonate for acids, citric acid for bases) – if compatible with spilled chemical
  • Hazardous waste containers (UN-approved, labelled with chemical name, hazard class, and date)
  • Spill containment barriers or drain covers to prevent run-off to floor drains or waterways
  • First aid kit and eyewash station (must be accessible within 10 seconds)

Procedure: Step-by-Step
1 Assess the spill. Identify the chemical from the container label or SDS. Determine the quantity, hazard class, and whether it is a minor (≤ 1 L for liquids, ≤ 1 kg for solids) or major release. Check for immediate dangers (fire, toxicity, reactivity).
2 Alert all personnel. Notify everyone in the immediate vicinity using a loud voice, radio, or alarm. If the spill is major or poses an inhalational hazard, sound the facility evacuation alarm and call 911.
3 Evacuate and isolate. Move all non‑essential personnel upwind and uphill from the spill. Set up a security perimeter with caution tape or barricades at least 15 m away. Do not allow anyone without proper PPE inside the hot zone.
4 Don appropriate PPE. Refer to the SDS for required PPE. Don chemical‑resistant gloves, splash goggles, face shield, coveralls, and rubber boots. For spills producing vapour or dust, wear a full‑face respirator with P100 or organic vapour cartridges. Ensure a second person acts as a safety observer.
5 Contain the spill. If the leak is from a container, upright it if safe to do so. Place absorbent booms around the spill to prevent spread. Use drain covers to protect floor drains. For liquids, use absorbent socks to create a barrier. For dry powders, minimise air disturbance and cover with damp cloths or plastic sheeting.
6 Clean up the spill. Apply neutralising agent if the chemical is an acid or base and the SDS recommends it. Work from the outer edge inward using absorbent pads. Collect all saturated material into heavy‑duty waste bags. For large volumes, use a dedicated spill vacuum or approved pump. Wipe down surfaces with a compatible solvent and confirm with pH paper that the area is neutralised.
7 Dispose of waste. Seal and label all waste containers with the chemical name, hazard class, date, and “Hazardous Waste – Chemical Spill.” Store temporarily in a designated chemical waste accumulation area. Arrange for licensed hazardous waste disposal within 90 days.
8 Report and document. Complete the company spill incident report within 24 hours. Include the chemical involved, quantity, location, root cause, cleanup actions, and any injuries or environmental damage. Notify provincial regulatory body (e.g., WorkSafeBC) if the spill exceeds reportable thresholds. Review the SOP and update training if needed.
