Purpose

To establish a standardized procedure for conducting weekly spill kit inspections and restocking all absorbent materials, PPE, and disposal supplies to ensure regulatory compliance and emergency readiness. This procedure minimizes environmental exposure risk, protects personnel from hazardous material contact, and ensures every spill station can respond effectively within the first 10 minutes of a release event.

Scope

This procedure applies to all warehouse personnel designated as spill response team members or safety inspectors. It covers every spill kit location across the facility, including high-hazard areas (chemical storage, drum storage, battery charging stations) and general circulation aisles. All absorbent types (universal, oil-only, hazmat) are included. Kits located in outdoor receiving yards or satellite storage areas must be inspected on the same weekly cadence.

Safety Precautions
  • LOTOVerify no product transfer, forklift operation, or equipment movement is occurring at the inspection location during inventory. Apply lockout/tagout on any nearby powered industrial trucks if the kit is mounted in a traffic aisle.
  • PPEWear chemical-resistant gloves (nitrile or neoprene), safety glasses, and steel-toed boots when handling absorbent materials. If inspecting a hazmat-designated kit, add a chemical-resistant apron and face shield.
  • SPILLIf during inspection you discover a kit that has been used or is below minimum stock, flag the location immediately with a red "OUT OF SERVICE" tag and notify the safety manager before restocking begins. Do not leave a deficient kit accessible for emergency use.

  • Spill response manual / SDS binder (current version)
  • Permanent marker and tamper-evident inspection labels

Procedure: Step-by-Step
1 Prepare for inspection: notify the shift supervisor, gather the inventory checklist and all required PPE, and obtain replacement stock from central stores. Confirm the location of every spill kit on the facility map.
2 Locate and access each spill kit station. Verify signage is visible and the kit is unobstructed by stored materials, pallets, or equipment. Clear any obstructions immediately.
3 Open the kit container and inspect the outer drum, bin, or bag for physical damage, corrosion, cracks, or signs of contamination. Document any damage on the checklist.
4 Remove all contents and lay them out on a clean, dry surface in discrete categories: absorbent pads, socks, pillows, disposal bags, gloves, goggles, and documentation.
5 Count every item and record quantities on the checklist. Verify each category against the minimum stock thresholds defined in the facility's Spill Response Plan.
6 Check expiration dates on all absorbent materials and any chemical neutralizers. Discard any expired items per manufacturer guidelines and replace with fresh stock.
7 Restock all deficient items to the required par level using replacement stock from central stores. Ensure materials are the correct type (universal, oil-only, hazmat) per the SDS for that location.
8 Replace any damaged, contaminated, or expired items with new stock. Dispose of old materials in accordance with facility waste procedures and local environmental regulations.
9 Clean the interior of the kit container using a dry cloth or mild detergent if any residue, dust, or contamination is present. Allow to dry completely before repacking.
10 Repack the kit using the standard layout: absorbent pads and socks on top, pillows in the middle, PPE on the side pocket, disposal bag at the bottom, SDS binder on top for immediate access.
11 Seal the kit and affix a dated inspection tag or tamper-evident label with the inspector's initials, date, and next scheduled inspection date (7 days from current).
12 Record all findings on the checklist: date, inspector name, kit location (aisle/bay number), restocked quantities, and any issues or discrepancies noted.
13 Return the completed checklist to the safety office or upload to the digital compliance system (SafeDesk). Report any missing, damaged, or non-compliant kits to the safety manager immediately.
