Purpose

The purpose of this SOP is to establish a clear, repeatable process for loading, strapping, and tarping cargo on open‑bed trucks. Following these steps ensures that the aggregate working load limit of the tie‑downs meets or exceeds the full weight of the cargo, that all friction and blocking devices are properly used, and that the tarp is secured without creating a sail hazard. Every driver and loader must execute this procedure to reduce the risk of injury, equipment damage, and regulatory fines.

Scope

This SOP applies to all company employees, subcontractors, and temporary workers who operate or load any open‑bed truck (including flatbed, drop‑deck, and dump trucks) used for logistics, field installation, or construction material delivery. It covers cargo types such as lumber, steel, pipe, machinery, palletized goods, and irregular shapes that require both strap tensioning and tarp covering. This SOP does not cover enclosed trailers, tankers, or specialized hazmat cargo which are governed by separate procedures.

Safety Precautions
  • LOTOLock out and tag out any power‑operated tarper systems or hydraulic lifts before performing manual adjustments. Verify zero energy state before reaching under the tarp mechanism.
  • PPEWear Class 2 high‑visibility vest, heavy‑duty work gloves, safety glasses, and steel‑toed boots during all loading and securement operations. Use fall protection when accessing stacked cargo above shoulder height.
  • LOADNever exceed the gross vehicle weight rating (GVWR) or the working load limit of any individual tie‑down. Calculate total cargo weight prior to loading and confirm that the aggregate strap capacity is ≥ 100% of cargo weight (or 150% for oversized loads per provincial regulations).
  • TARPDo not climb onto the load to place a tarp without a ladder or proper platform. Use a tarp deployment pole or rope to pull the tarp over the load from the ground when possible. Avoid tarping in high winds (≥ 25 km/h) unless structural support is deployed.
  • INSPConduct a pre‑trip and en‑route inspection at each break or fuel stop. Look for loose webbing, shifted cargo, torn grommets, and tarp billowing. Re‑tension straps after the first 50 km of highway driving.

  • Edge guards or webbing sleeves for sharp cargo (metal beams, machinery edges)
  • Load bars or adjustable cargo net (optional but recommended for cylindrical or stacked loads)
  • Ladder or tarp deployment pole (to avoid climbing on load)
  • Penetrant lubricant (for seized ratchet mechanisms)

Procedure: Step-by-Step
1 Inspect the truck bed, tie‑down points, and all equipment. Clean debris, ice, or moisture. Verify that stake pockets, D‑rings, and rub rails are free of cracks or deformation. Check that each strap webbing is free of cuts, fraying, or UV degradation (replace if > 3 years old).
2 Position cargo flush against the front headboard or bulkhead. Distribute weight evenly across the bed width; heaviest items at the bottom and centered longitudinally. For mixed loads, separate with dunnage to prevent shifting.
3 Install corner protectors or edge guards on every sharp corner that contacts the webbing. For exposed metal edges, use a sleeve or double‑wrap the strap with a softener to prevent cutting.
4 Route each strap through the anchor point without twisting the webbing. Tighten in a cross‑pattern or alternating sides to maintain centering. Ratchet until the webbing is taut and the cargo cannot be moved laterally or vertically by hand. Do not over‑tighten to avoid damaging cargo.
5 For cargo exceeding 10 ft in length or 5,000 lbs, install secondary securement: additional straps, a cargo net, or a cross‑chain pattern. Use blocking or bracing for cylindrical items to prevent rolling.
6 Drape the tarp over the load, ensuring it extends at least 6 inches below the side rails and covers the front and rear. Use a tarp pole or ladder to avoid climbing. Secure every grommet with a bungee or rope, spacing attachments no more than 18 inches apart. Do not attach the tarp to the strap ratchet handles or tensioning hardware.
7 Drive a short test route at low speed (≤ 20 km/h) for 2 km or shift the load side‑to‑side to confirm immobilization. Re‑check all strap tensions and tarp attachments. After the first 50 km of highway travel, stop at a safe location and re‑inspect. Re‑tension any straps that have loosened.
